PERMITS MAY BE APPEALED — The permits recently approved by the Indiana Department of Natural Resources Advisory Council on Water and Mineral Resources for Don Byrd will more than likely be appealed by the Wawasee Property Owners Association. This map shows the area in which Don Byrd, Syracuse, applied for a permit to dredge these three channels on Lake Wawasee, The project description calls for the dredging of each channel to a width of 80 feet. The three channels total l',Boo feet in length and will be dredged to the depth of 10 feet below the legal level of the lake beginning at the center and uniformly sloping to three feet or less at the channels’ edge. Only the existing 40-foot wide north-south channel, shown as Channel A on the sketch was allowed to be dredged and enlarged to 80 feet in
Enhanced 911 recommendations made by county commissioners
>Bv KATE WOLFORD Staff Writer With some contract changes made and the document signed, Kosciusko County Commissioners agreed to recommend to the council that a surcharge for an enhanced 911 county system be implemented. The action took place at an August 15 meeting. The rate for the surcharge has be6n advertised at $1 but the actual rate is expected to be much lower The signing of the contract does not set a date for the start of surcharge collection. That cannot begin any earlier tqanUhe-first Monday after the second month
Friday, Aug. 11, by the Indiana Department of Natural Resources Advisory Council on Water and Mineral Resources. However, the Wawasee Property Owners Association intends to file an appeal.
from the day the document is signed. The subject of the surcharge generated some discussion at the meeting. For example. Commissioner Maurice Beer questioned about the possibility of taxes raising the rate to $1.15 (provided (he flat charge stays at $1). United Telephone Systems representatives replied that they didn t know, but that an additional tax charge was not expected As for the implementation of the system, the possibility of implementing it on an exchange by exchange basis was discussed. The permits were unanimously approved with conditions for Donald G. Byrd, r 1 box 169, Syracuse. According to Michael W. Neyer, assistant director division of water, copies of the permits along with appeal notices, were mailed to all those expressing interest in the matter on Mon-
width to the west edge of the channel. No dredging will be allowed eastward of this channel. The review comments by the Division of Water state several permits were issued by the department of conservation during the late 1950 s and early 1960 s for construction of channels in the area known as Johnson Bay. However, it is not clear what channel locations were actually approved or if or when any of these channels were constructed. A review of May 16, 1948, and October 31, 1980, aerial photographs shows only an existing north-south channel or Channel A. Byrd also applied for and received permits for the cleaning out of the channel to the north of Kanata Manayunk at the far west and east ends, and for construction of two boat ramps, one on his private property at Lake Wawasee and one in Country Club Acres Phase Two.
is likely that the process would begin in the Warsaw area, with exchanges 269,267 and 372. The emergency system could be in that area in late January or early February, which could mean the surcharge would begin sometime in October. An exchange area cannot receive the enhanced 911 service without the completion of rural numbering. Rural numbering is _ largely in„ place in Warsaw. It is currently being worked on in Syracuse. The commissioners are expected to further discuss the issue of enhanced 911 with the county council at an August 17
day. Each permit application was reviewed by six divisions within the Department of Natural Resources with each submitting comments. The divisions which reviewed the applications were water, fish and wildlife, forestry, nature preserves, outdoor
meeting. The cost of the emergency service is expected to run over $200,000. (EDITOR S NOTE:// is important for Kosciusko County residents to remember that the enhanced 911 system Js not in place anywhere in this county. Those residents who. at this time, dial 911 for emergency services, will lose valuable time as the calf will have to be re-routed. As a result, until the enhanced 911 system is in place, callers should always dial the appropriate seven digit number for their areal
recreation and soil conservation. From each of the reviews a conclusion was given, along with recommendations. All permits had the conclusion: “The proposed project, with the conditions as specified in the recommendation, should not have an adverse effect on the waters of the lake.” Neyer was one of the DNR officials who came to Lake Wawasee to review the areas the permits affected. According to Jack Castello, deputy director for the bureau of land forest and wildlife, officials in the DNR gave these permits “probably more attention than normal,” Approximately six persons from DNR divisions views the area by land and air, including aerial photos. This is normal when any permit.is applied for in the Johnson Bay area ac-
MAD to return REAL Services contract, makes stipulations
By STACEY LESCH Staff Writer
Following the regular , meeting of the Milford Area Development Council, elected officers discussed a letter from Norma Roose requesting the council to sign a contract concerning the REAL Services and the use of the community building. Uncomfortable with the terms of the contract, the officers agreed to make stipulations to Roose's requests and send the contract back unsigned. Originally. REAL Services was given the go ahead after lengthy discussions by the council led to the specified days and times the group would be able to use the building. Prior to agreeing to the terms, Roose was told that The Chatterbox, a local group of senior citizens who meet regularly to play cards, would be given first priority and guaranteed a section of the building. Roose's contract now calls for the “Exclusive use of the kitchen, and dining areas, and storage space," and “authority to vacate (the premise) upon appropriate reasons.” For monetary reasons, MAD officers are trying to avoid a written contract that would be binding. Gary Hurd, assistant treasurer commented, “We must have a 'termination of agree-

The ramp will extend a maximum distance of 10 feet lakeward of the legal shoreline. Byrd also applied for a permit to construct a concrete boat ramp along the frontage of the property at Lot 56 in Country Club Acres, Phase Two. This property is at the north end of Johnson Bay. This application calls for the ramp to be 50 feet wide and extending a maximum distance of 10 feet lakeward of the legal shoreline. ment’ way out of it if it costs MAD too much money.” President John Replogle agreed adding that because MAD receives its funds primarily from donations and fund raisers for communityrelated events, "we must be careful how we spend it.” The council informed Roose prior to the beginning of the REAL Services that there would be a 90-day trial period before any further decisions were made. Replogle said the 90-day review will not be held until early Oc- ’ tober. MAD officers will be meeting later today (Wednesday) to review the contract and make revisions that they feel comfortable with. The contract will be presented to the entire MAD council at the September meeting. Replogle stressed that the contract will then be returned to Roose unsigned. New Business Replogle announced to the council that MAD has once again been asked to donate money to the “Miss Kosciusko County" Scholarship Pageant. Noting that two local women. Shelly Sanders and Heidi Young, walked away with the “Miss Kosciusko County" crown in the last two years the board agreed to donate SIOO toward the scholarship contest. The vacant lot on the north side of the community building was also discussed as a possible real estate purchase. Replogle said that Stanley Custer is selling the lot and that the MAD council

Bob Hall, secretary, noted that the town will be receiving 10 banners from the Kosciusko County Chamber of Commerce to promote the county and its newest logo, KC the squirrel. Because one side of each banner is open, the council talked of possibly
Swartzendrubers leaving
Notification was received yesterday morning from Carol Swartzendruber, a member of the Wawasee Community School Corporation Board of Trustees, that she and her family will be moving out of the area. The move will take place sometime within the next month or two, and will probably be to Michigan. “I don’t exactly know when,” commented Mrs. Swartzendruber about when her resignation from the board will be coming. “Fur ther plans are still sketchy. ” Mrs. Swartzendruber was re-elected to the board last November to a second fouryear term from District 2 (Turkey Creek Township). She currently serves as vice president of the board and is

Both District 1 (Tippecanoe Township) and District 3 (Van Buren and the east half of Jefferson townships) have the maximum number of members on the board, two from each district. Curt Jordan, board president, stated naming her replacement is “entirely different” than when a replacement for Dave Carey was sought. Mrs. Swartzendruber has 3t4 years remaining to her term, while Carey’s term *We will not use the Same criteria as with Dave. We have no idea how to do it. We will be searching and looking for the way we should do it,” commented Jordan.
