Peggy Shively feels 'colled to' her position

tßy CARLA GAFF Staff Writer Tve heard a child crying in the house next door for several hours,” stammers the voice on the other end of the phone, “but I saw the parents leave together early this morning. The child must be over there alone, and she’s only about a year old.” This anonymous call could be one of the many Peggy Shively, director of the Kosciusko County Welfare Department, . receives each week. The department receives calls concerning children’s health, safety, mental well-being, emotional state, school absentee, as well as a number of other things. “In the beginning, I was looking for a people oriented job,” commented Shively. “I really didn’t know what I was getting into — but I thought about it, and prayed about it and feel it’s something I was called to do. In time, there may be something else I should do, but I haven’t found it yet.” Shively has been with the Kosciusko County Welfare Department for 15 years. She was hired in 1972 as a case worker and four years later accepted the position of director. grams, hospital care, parent locator, day care licensing, foster home licensing, and adoptive and custody studies. “Os course, that doesn’trhean I wouldn’t direct one of these other programs directly if needed, although there is a supervisor over them,” noted Shively. She explained that in the food stamp program she helps with training during program changes and makes sure the work load is kept flowing and is adjusted when needed. In addition, she reviews the entire program. Whereas with the child welfare area she handles complaints, talks with the case workers concerning various programs and problems, goes to court when needed and administers changes. “We’re short-handed right now, and it seems like I’ve handled a million calls the last few weeks,” Shively stated. “I normally handle a number of complaints, but not to this extent.” She went on to comment that at this time of the year, things are often busier due to children going back to school and teachers and school officials calling in with different problems. She noted that due to head lice, the department often gets a lot of calls concerning students missing prolonged periods of school. Continuing, she explained there really is no specific pattern as to who will call in and report a problem, and that she gets calls from teachers, family, friends, neighbors, medical personnel and concerned citizens. These calls deal with everything from physical child abuse to inadequate shelter, as well as head lice, sexual child abuse and suicidal attitudes in children. “We had a rash of sexual abuse for awhile, but there hasn’t been anything major in this . area recently,” conveyed Shively. She went on to say that recently, there has been a lot of concerns about children missing school. She also stated that generally most programs in Kosciusko County have lower percentage rates of case loads than what the state averages are. This may be due to the economy being reasonably stable in Kosciusko County. However, she also noted that different things are reported in different counties, and what may seem normal to one area may seem abnormal to another and therefore may be more likely to be reported.

Where child welfare is a problem, “alcohol is an issue in about 90 percent of the cases,” Shively said. “Although this is national figure, I wouldn’t disagree with it at all from my own feelings of it.” Presently, the department is concerned about another problem which is also considered child molesting —a class “D” felony, but which is more of “a can of worms,” said Shjvely. The welfare can be called in whenever a child between the ages of 12 and 16 years is thought to be involved in a sexual manner with a person over 16 years of age. Examples of this would have to include a 15-year-old girl being involved with a 17-year-old boy. “We just have to investigate these things when a child under 16 years is involved,” explained Shively. Being involved and caring for people is part of her job as director of the welfare department, but for Peggy Shively, caring for others is a 24-hour-a-day job. She is not only concerned and involved with child welfare in the county, but is also involved with four special children — her own. Peggy and her husband, John, reside in the Claypool area with their two daughters, Cecelia and Lydia, as well as with their two adopted sons, Tobias and Josiah. Both boys were born in Brazil and brought to America when they were approximately seven weeks old. She stated that having the boys has been an important experience for the girls as well as for her husband and herself. The adoption process has been explained to the boys through the help of a family-created book, which is now an important part of their daily book reading. Buhrt enters not guilty plea

Milford resident Phillip P. Buhrt entered a preliminary plea of not guilty of the rape, robbery, and attempted murder of an Elkhart woman in Elkhart Circuit Court last Thursday, Sept. 47. Bdhrt, 28, is accused of raping and striking the 22-year-old woman with a chunk of asphalt several times near the 800 block of Logan Street in Goshen early Sunday morning, Sept. 13. Larry Bair appointed to Red Cross boayd

Larry Bair has been recently appointed to the board of directors of American Red Cross. Bair is an employee of R. R. Donnelley & Sons Co. where he is a memtier of the 25-year club and works as a twin layout craftsman in the Warsaw Service Cenger. The Bair family attends Warsaw First Brethren Church, where he is a Sunday school superintendent, financial treasurer, and a member of the choir.
