(Continued from page 4) THERE COULD be a testy political race shaping up for the Republican nomination for state senator from the 13th district, which includes Kosciusko, Noble, LaGrange and DeKalb Counties. Last week John B. Augsburger announced he would not seek another term to that's office, and at the same time Greg Mishler, completing his second term in the House, announced he would run for the Augsburger seat. Mishler and his wife, the former Brenda Schramm, have moved their residency from Bremen to Lake Wawasee. Meantime, it has been made known that former State Trooper Bob Meeks of LaGrange announced his candidacy for that post at a Lincoln Day dinner at LaGrange last May. Meeks had ambitions to become superintendent of the Indiana State Police, but that fizzled out when Meeks was driving home in a state police car and struck an Amish buggy. This occurred in the late 19705, but scotched his candidacy for the state police post. His wife Carol is a clerk in the county court house at LaGrange, and his brother, Charles (“Bud”) Meeks, is the former Allen County Sheriff and unsuccessful mayoral candidate against Mayor Win Moses of Fort Wayne.

Below is the report by the State Board of Accounts on the Kosciusko County Treasurer’s office: The report covers the period Jan. 1 to Dec. 31, 1986. The report is self explanatory. SHORTAGE: The County Treasurer’s Monthly Financial Report for December 1986 shows a cash short of $2,257.13. The County Treasurer was advised that she would be responsible for any accumulated cash shortage at the end of her term of office. Consequently, every attempt should be made now to identify what the shortage represents. All evidence to support any corrections made should be retained as proof of the correction. BANK OVERDRAFTS: Large bank overdrafts occurred at various times in four of the county’s bank accounts. At the time of each overdraft there was a sufficient balance invested from total monies to cover the overdraft. Bank overdrafts were also noted in the 1984 and 1985 reports on the Kosciusko County Treasurer. A review of some of the bank statements of all the county’s bank accounts revealed 32 separate overdrafts. The County Treasurer was advised to invest public funds in a manner which will avoid overdrawing depository'account balances. REPORTS NOT FILED ON TIME: The County Treasurer’s Monthly Financial Reports, which include monthly bank reconcilements, were not prepared and filed timely The following schedule shows the date each monthly report in 1986 was due and the date it was filed. The Monthly Financial Report should be filed with the County Auditor as required. DIDN’T POST TAXES ON TIME: Collections of taxes in December 1986, in the amount of $42,135.06 were on hand at December 31,1986 and were deposited in the bank on January 2,1987. These collections for taxes, received through the mail, were not posted to the tax duplicates as collections until March 13,1987. This delay created problems in reconciling the records at December 31,1986. The County Treasurer was advised of the necessity of posting tax collections timely. DEPOSITING CASH COLLECTIONS: The County Treasurer makes deposits daily. However, some cash collections are not deposited by the next business day. These collections, usually around the time tax payments are due, are deposited 2 to 14 days after the date received. The County Treasurer was instructed to deposit daily all funds received. DELINQUENT PERSONAL PROPERTY TAXES: Personal property taxes delinquent'in 1986, totaling $98,388.31, on which demand notices were issued and no payments were received, have not been certified to the Clerk of the Circuit Court as of May 21,1987. The County Treasurer was advised to certify these unpaid delinquencies to the Clerk. F UNBILLED DRAINAGE RECONSTRUCTION ASSESSMENTS: Unpaid drainage reconstruction assessment installments from prior years were not billed by the county treasurer as required. Only the amount assessed in 1986 was billed. The principal balance of unbilled assessments was $22,510 at December 31,1986. The county treasurer is required by I.C. 6-1.1-22-8 to mail a statement of current and delinquent special assessments at least one time each year. The treasurer was instructed to bill all assessments using Form 63A as the statement to land owners of installments due after the first year on assessments for construction or reconstruction. TREASURER KOSCIUSKO COUNTY EXIT CONFERENCE: This report was discussed with Mrs. Vickie Shoemaker, County Treasurer, on May 31, 1987. The Official did not wish to make an official response at this time.

Their ages, he said, ran from 73 years to 81 (average 75.23) years, and they all appeared to enjoy his Hungarian breakfast. J. 8., who sponsors the “Rose For Friendship Society” has brought a new meaning to the word friendship for so many. THE WAWASEE High School cheerleaders are a self-help group that believes in working for what they want. On Saturday they held another of their car washes at the Lakeland Youth Center, where they washed over 100 cars and sold cookies, etc., at a bake sale. Reason for it all: to pay for uniforms for 15 cheerleaders, which they hope will be here for the beginning of the basketball season, if not before. Varsity cheerleader sponsor Janie Leach and junior varsity sponsor Ann Dahlstrom were knee-deep in the car wash and gave each job a final inspection. On the job were Jennifer Bender, Heidi Huffman, Lara White, Heather DeSomer, Christy Cobbum, Janielle Jennings, Annette Wilson, Lisa Donnally, Jenna DeSomer, Tara Persons, Melanie Anderson and Doreen Rager.

There were continuing accusations of a “false beacon,” which had lured the plant to its destruction. An international commission referred to as the “Margo Commission of Inquiry” was headed by a man who was both a judge and a former fighter pilot with experts from America and Britain. These included American former astronaut Frank Borman. Their findings indicate the crash was due to a series of pilot errors, the most serious one was of ignoring the alarm of the ground proximity warning system. They did consider and reject the false beacon theory. Justice Margo pointed out such a beacon, even assuming it to have existed, is “not a magnet which draws an aircraft into the ground.” A beacon only indicates direction in a horizontal plane. It is not a guide to descent. The pilot alone takes that prerogative. President Chissano, President Machel’s successor, reportedly refuses to fly in a Russian plane. Enough said! Koala Centers celebrate 10th birthday “A Decade of Recovery” is the theme for the 10th birthday of Koala Centers to be celebrated on Saturday, Sept. 12, at the facility in Lebanon from 10 a.m. to 9 p.m. The giant birthday extravaganza will be geared to welcome alumni, families, friends and employees of Koala Centers across the United States. Features will include fellowship talks, balloon rides, a skydiver, games and a one-mile “Fun Run” for everyone. The public is invited and admission is free. Carburetor stolen from 1972 Nova A Holley dual pump 780 carburetor was stolen from a 1972 Nova, owned by Lynn Hively, Milford, over the weekend, according to Milford Police. No value was given. The carburetor was taken sometime between 10 p.m. Saturday, Sept. 5, and 8 a.m. Sunday, Sept. 6, while the car was parked at the Hively residence on West Catherine Street. The incident remains under investigation.
