Local Right-to-Know chairman is named
(By CARLA GAFF Staff Writer Ed Purrington was publicly named chairman of the county’s emergency planning committee (Right-To-Know) during the Kosciusko County Commissioners meeting Tuesday, Sept. 1. Congress recently mandated each state to handle hazardous waste on a regional or county level, knowing where it is in the area and how to handle it. Purrington is currently employed as town coordinator for Winona Lake. Work schedule to begin at area lakes
Repair and construction work at nine northeastern Indiana lakes will begin during the coming 'months due to a $190,000 appropriation recently released by the Indiana State Budget Committee. According to Senator John Augsburger (R-Syracuse), Palestine, Sellers and Barbee Lakes in Kosciusko County and Wilmot Pond in Noble County will be among the area lakes scheduled for rehabilitation of lake level control structures. The funds will be used for several different projects. Extensive repair work will be completed on the dam on Palestine Lake. The dam was originally built in the late 1800 s and has required a great deal of maintenance in the past. Augsburger said it is hoped the work soon to be completed will postpone further repairs for some time. Other scheduled work includes a new lake level control structure to be built on Sellers Lake. Though the state is required to control lake levels through such devices, Sellers Lake has not had such a structure in the past because a legal lake level had never been established. Now that is has a legal lake level, steps must be taken to control the depth of the lake. Augsburger said it is up to local circuit courts to determine lake levels based on agricultural drainage patterns and recreational uses of each lake. Barbee Lakes will be receiving funds to combat and repair damage caused by vandalization. Barbee is the only lake chain in the state containing boat transfer equipment, similar to locks. Purrington will be working with the county to sit up a committee which will represent different groups in the area Approximately 23 persons are expected to be selected for the committee'which will include persons from the following areas: police departmenti, fire department, health department, Kosciusko Community Hospital, EMS, Red Cross, county defense, sheriff’s, office, legal persons, auditor, transportation, highway department and companies with higher than normal EPA risk factors. The committee is expected to meet once a month in one of the county buildings and will have
about by vandalization. Augsburger added a fourth lake, Wilmot Pond, will have stop logs removed. These will be replaced by newer, more effective structures that will better regulate the flow of water. Stop logs are used to slow down water flow in an attempt to keep water levels higher than normal. “State appropriations such as this are necessary if we hope to adequately maintain our lakes,” said Augsburger. “The northern portion of our state is fortunate to be blessed with these numerous natural lakes and it is in our best interests to see that they are maintained.” The Indiana State Budget Committee is composed of two Senate members, two House members and the director of the Indiana State Budget Agency. All funds released at the meeting have been previously approved by the General Assembly. The committee reviews all appropriations in the event circumstances surrounding the spending requests have changed.

Purrington stressed, “Media persons should be aware of what is going on so they can get the word out to the community as needed.” Additionally, during the commissioners’ meeting, Steve Gerber and Kathy Landrum representing KABS transportation service announced that a new director had been hired for the service and that the state had increased KABS funding. Terry Klosowski is expected to take over the operating of KABS on Oct. 5. He is currently Superintendent of Michigan City Municipal Coach. Klosowski will be replacing Van Chesnut who resigned approximately two months ago to take a similar position in New Hampshire. Chesnut was with KABS for nearly three years. The state has increased its funding of KABS on the basis of the increased ridership the service has experienced, stated Gerber. In 1987 the service received , $116,000 from the state and is budgeted to receive $142,000 in 1988. Gerber explained, “Because state funding was gearing down last year we didn’t want to buy additional busses,” he went on to explain, “we will be taking our aging fleet and slowly rolling it over — replacing the aging busses.” Further more, Gerber explained that the service is hoping to expand during the 1988 year. In new business, commissioners decided to have an ordinance drawn up which will require those who cut the road to pay a permit fee as of Jan. 1,1988. “We get less than we had to start with when they cut the road up,” commented county attorney Rex Reed, “I don’t think it (permit fees) would be a bad idea.” Two rezoning permits were passed. There were no remonstrators.
