—"■ i “' Congress of t(ie ®mteb States sou*e of Represmtatibrs Washington, 9C 20515 June, 1987 Dear Friends, Congratulations, North Webster on 150 years of history and achievement. It is fitting that you find yourselves celebrating the sesquicentennial of your community in the year the nation celebrates 200 years of its Constitution and Bill of Rights. It's fitting because those two documents created a country in which settlers could put down roots in places like North Webster and build the kind of communities that protect freedoms and personal liberty and at the same time foster the neighborliness that is the root of community §pir4t. Hie belief of our ancestors in the God given rights ,of^individuals, as opposed to the rights of government, was the spirit that created the Constitution in And, it is the foundation for the life you and I are privileged to live in our hometowns in 1987. It seems to me that American individuality is best personifie# in the people who live in small communities. Thomas Jefferson's belief that "the best government is the government closest to the people" is proven again and again by fair and efficient local and county governments like North Webster's and Koscisuko County's. God bless you all. May the next century and a half be as blessed as the first. Jr_ ‘ wM:' »-Spas I
