Preservation and access to historic newspapers

The United States Newspaper Program is a coordinated national effort to identify, inventory, preserve and make available to researchers the newspapers published in the United States. It is estimated that more than 300,000 newspapers have been published in this country since the printing of Publick Occurrences, both Forreign and Domestick in Boston in 1690. Historians, journalists, genealogists, archivists and librarians have had a longstanding concern for preservation of and access to these newspapers. By DORIS McMANIS CAMDEN In 1983, the Library of Congress and six« national repositories began a mission to build a core database of 30,000 newspaper titles from their own collections. The United States Newspaper Program has expanded to 15 state projects, among them Indiana. The Indiana Newspaper Project began in September, 1984 and is scheduled for completion by the end of 1987. In order t complete the work on time, the Indiana State Library must complete approximately 154 titles each month. It is being done by volunteers going county to county. Os the 92 Indiana counties, 51 had been completed as of October 31,1986. State project participants conduct field work to inventory collections in small and large libraries, historical societies, archives, museums, courthouses and publishers’ offices.

The National Union List in the Library of Congress already contains bibliographic descriptions of newspapers arranged by. title. Those titles are indexed by state, city and date of publication. To come are a centralized database and telecommunications network, interlibrary loan and microfilming of newspapers. It is estimated that 20 years will be required for completiop. Funds are a problem. There are endowments, but matching funds are required and being sought. For further information, write to Dr. John W. She completed her sales course through the Indiana Real Estate Sales Course in December 1985 and became licensed to sell real estate in Indiana in January 1986. Mrs. Weaver lives on Lake Papakeechie with her husband, Ron, and their four children. Mrs. Weaver has lived in the GoshenElkhart’ area for the past 12 years. Whole herd buy out payments are taxable Farmers who are accepted into the whole herd buy out (Dairy Termination) program will receive two different kinds of taxable income as a result of their participation in the program. The Internal Revenue Service advises that the sales of dairy animals under the program will be taxed the same as other sales of dairy animals. In addition to the income from selling the dairy herd, farmers participating in the program will receive installment payments from the federal government in return for staying out of the dairy farming business for five years. The IRS algo cautions that farmers participating in the program may lose some deductions and credits. If dairy farm equipment is left unused as a result of participating in the program, the farmer would not be able to deduct depreciation or other expenses for the unused items. Also, tax benefits like the investment credit claimed on the equipment may have to be paid back.

Foreclosure may give farmers a tax liability

Farmers may have a federal income tax liability if a bank or other lender forecloses on their mortgage or repossesses their property, but tax relief from at least part of the liability may be available, according to the Internal Revenue Service. The tax liability may arise because, under the tax law, a foreclosure or repossession generally is treated like any other sale or exchange. A taxable , gain may result, if the amount realized by the owner of property transferred through foreclosure or repossession exceeds the property’s adjusted basis. The adjusted basis of property generally is its cost, increased by improvements and certain other items, and decreased by depreciation and similar items. If personally liable for repayment of a debt secured by the farm property, a farmer may have taxable income from cancellation of the debt, in addition to any gain dr? loss from the transfer of the property. However, the cancelled debt need not be included in income if: • The cancellation takes place in a bankruptcy case under Title II of the United States Code; or • The farmer is insolvent when

the debt is cancelled, and the amount excluded is not more than the amount by which the farmer is insolvent; or • The debt is discharged after April 9, 1986, by an unrelated lender and was incurred in connection with the operation of the farming business or is secured by land or equipment used in the farming business; or • the debt is discharged before 1987 and was incurred or assumed in connection with property used in a business. A farmer who wishes to exclude income from a cancelled debt must meet certain other conditions as well, the IRS said. More detailed information is contained in the free IRS Publication 225, “Farmer’s Tax Guide,” which can be obtained by calling or writing the IRS. • .
