Syracuse budget accepted
By GLEN LONG Staff Writer The Syracuse Town Board passed budget ordinance number 86-13 Monday night as it was read by Jenny Lewis, Syracuse clerktreasurer. Ron Sharp and Betty Dust, Syracuse residents who had attended previous budget meetings and expressed concern that the proposed tax rate for 1987 should be reduced, stated their thanks to the board members for its consideration in reviewing the budget and putting it into better perspective. This was after they had seen that the tax rate proposed the previous week had been reduced from $2.65 to $2.33 per SIOO of assessed valuation. Board President Jim Hughes countered with his expression of thanks to the two citizens for being concerned about their tax dollars and lending their expertese to the board. Sharp acknowledged that the board had a tough year in 1986 with its building program and Dust added that the town board job is sometimes a thankless one Board member Carl Myrick observed that it was a pleasure to pass a budget which has been cut as much as this one has. He said Lewis and the board deserves a lot of credit for this. The budget total approved is $897,817 with the tax rate of $2.33 The police department budget totals $204,459. an increase of 22.45 percent over 1986 The fire department budget total is $116,036, an increase of 7 59 per cent over the current year. The EMS budget is increased 4.94 percent with a total of $29,700, the street department is down 3.73 percent to $230,275 and the general fund totals $247,005. up 8 71 percent from 1986

The biggest percentage increase is 78.48 percent for the park department with a total budget of $20,337. This includes that department’s plan to pay for many items of labor that park board members have done in the past. Two copies of the approved budget will be sent to the county auditor for forwarding to the state tax eommissioner Other Business A representative from Bonar, Inc in Fort Wayne presented two resolutions for the board to adopt relative to the community improvement grant request to the state chamber of commerce. She said receiving some of the $7 million of grant funds available in Indiana is very competitive and that the Syracuse request must show that it will eliminate public problems if granted. This will include improvement and ex pansion of the waste water plant and allow for installation of additional needed sewer lines. The portion of the total $3,756,000 project cost to be paid by the town will be $702,000 if the state grant is secured. The board members unanimously adopted the two resolutions, which state the town's commitment to its share of the cost and authorize submis-

sion of the grant request to the state department of commerce Hughes informed board members that Jones and Henry Engineers, the company putting together the sewer rate study for the town, needs to know by the September regular meeting which of several options the board wants to follow as revised sewer rates are developed The board agreed that Jones and Henry will also need to develop a "flat rate’’ sewer charge for those residents and businesses who have their own wells and do not have metered water Joe Dock pointed out that each option will generate the same total of revenue, but each will create a different cost effect for users, depending on their volume usage of sewer services He said the average home uses about 4,000 gallons of water each month The board voted unanimous ly to use revenue sharing money to pay for the sewer line the town has agreed to install on the south side of town at the request of Mel Collier, who has agreed to help finance the project cost until other users tap onto the line and pay the hook up charges The next regular meeting of the Syracuse Town Board will be September 16 at 7: 30 pm.
