Fisher enhances hobby through work
By MARK HUFFMAN Staff Writer Having been an avid fisherman for over 10 years, Lowell Gilmore knows what it’s like to get a line tangled offshore, but unlike other anglers, the North Webster resident goes beyond simply unsnarling the twine — he gets to the source of the dilemma.
Profile
Gilmore became familiar with the problems facing Webster Lake four years ago when he agreed to act as chairman of the weed control committee for the Webster Lake Conservation Association, Inc., one year after moving to his lakeside home. “My wife (Kathy) was involved with the association when they asked me to be weed control chairman,’’ Gilmore remembers. Apparently Gilmore’s antics on the weed crew pleased association members, convincing him to become president a year later, a title he has held for the last three years. “My duties involve overseeing the whole operation _ helping decide what to spend our budget on and to contract out the jobs involved,’’ Gilmore explains, noting that the group has an annual budget of about SIB,OOO, a majority of which is spent for weed control, with the remaining funds going toward water quality testing and buoy markers (for danger spots). “We also have money set aside for maintenance to the dam (on the southwest side of the lake),” Gilmore adds. Weeds Pose Problem With over 500 lake property owners holding memberships to the association, Gilmore claims he has seen improvements to the lake during his short stint as president; however, it isn’t out of deep

water yet. “Experts say we need to spend about $25,000 each year to keep weeds to a minimum so we still have a ways to go.” Nevertheless, the Richmond native is ipore concerned with getting members actively involved. “It’s the ‘nature of the beast’ — people give money but won’t participate,” he says, adding, “I realize that many of the members are just summer

residents, but more of the full-time lake residents should try to get involved.” Five members make up the executive board, with two vice presidents (one for membership and one for weed control), a secretary, and treasurer. Committees include: Weed control, water quality, and Dam main, with, chairmen delegated to each group. A volunteer organization, the group holds an annual meeting each August to elect officers, while meeting once a month from May to September. “We all want to sefe the life of the lake prolonged,” Gilmore said of the organization, adding, “We have a resource in this county that a lot of places in our country would like to have.” A Marine during the Vietnam war, Gilmore has seen a lot of that country, living in towns throughout Indiana and Georgia after returning to the mainland. Enjoys Lake Life Moving from Lafayette when he obtained a job in Goshen at the Commodore Corporation. Gilmore wanted to live close to work while also being able to nurture his hobby — fishing. “We looked at the school system and the area surrounding the lake and liked Wfiat we saw.” explained Gilmore, the corporate director of purchasing at the manufactured housing plant. With two teenage daughters, Jenni, a junior at Wawasee High School, and Christi, a WHS sophomore, Gilmore also enjoys watching his daughters ski and seeing others get enjoyment from the lake. “Anyone who has purchased property on a lake has the responsibility of preserving and protecting it, it’s no different than having a big yard, if you don’t mow it you’re going to have weeds — we just have a big yard in front of our house, ” he reasons. That “yard” has also spurred the association to help build a public park, while renovation and repairs to cottages and homes around the lake is becoming more common. “I’ve made this (Lake Association) my outside organization and want to devote my time as best I can,” Gilmore states, and with elections coming in August, he is likely to be at the helm another year. “I’d like to be a part of what we started three years ago, seeing it through. ” In the meantime, the 44-year-old angler enjoys the benefits of his three years of work, spending less time untangling his line and more time pulling fish from the end of it.
