The board of directors of Lake City Bank has announced two recent promotions. Robert Gephart, trust officer for Lake City Bank since 1969, and more recently vice president and trust officer, was named senior vice president and trust officer.

Gephart, who attended Indiana University and Ball State University, holds a bachelor of science degree in business. He is a graduate of the School of Banking at the University of Wisconsin and the National Graduate Trust School at North Western. Active in community affairs, he is a trustee of the Warsaw Community Public Library, immediate past president of Warsaw Kiwanis Club, vice chairman of the Kosciusko County Foundation, and was named the 1980 Warsaw Man of the Year.

“The business of America is education,” said Governor Robert Orr, addressing the 238 graduates of Tri-State University at the 1986 Commencement held Saturday, May 24, in Hershey Hall. The Governor told the graduating class that “we should honor teachers, treat them like leaders because they are important. We should tell them so.” David E. Ensinger, the son of Mr. and Mrs. L.B. Ensinger of Syracuse, and a 1978 graduate of Wawasee High School, graduated with a bachelor of science degree in civil engineering. Governor Orr received the honorary degree, doctor of laws, for his support for the advancement of education and his encouragement for learning. Also receiving honorary degrees were William Allen Gettig, a 1949 TriState alumnus, for his outstanding contributions to industry and many efforts directed to worthy causes, and Virginia Rhodes, science teacher and department chair for the East Noble School Corporation, for her teaching excellence and service and loyalty to the profession. President of Tri-State University, Beaumont Davison, also conferred the rank of Professor Emeritus to Elizabeth B. Orlosky, teacher in the Department of English since 1966 and author of the Tri-State history, “From Carriage to Computer.”

Secretary Ju. 18-25 NOTICE ORDINANCE 86-5 AN ORDINANCE REGULATING AND FIXING TIME LIMITS FOR PARKING IN CERTAIN AREAS OF THE TOWN OF NORTH WEBSTER BE IT ORDAINED by the Board of Town Trustees of the Town of North Webster, as follows: SECTION l.That between the hours of 8:00 a.m. and 6:00 p.m. Monday through Saturday It shall be unlawful to park any vehicle for a period greater than one-hour on either side of Washington Street from the Intersec tion of Washington Street with Main Street East to the first alley of said Intersection, said alley being located midway between Washington Street and East Street. SECTION 2.That between the hours of 8:00 a.m. and 6:00 p.m. Monday through Saturday It shall be unlawful to park any vehicle for a period greater than one-hour on either side of Main Street from the Intersection of Main Street with Washington Street South to the first alley South of said Intersection, said alley being located midway between Washington and South Street. SECTION 3.That It shall be unlawful to park any vehicle for a period greater than 15 minutes on that portion of Washington Street lying Immediately In front of and adjacent to the United States Post Office said portion being Identified by signs posted and lines painted on Washington Street. SECTION 4.That there shall be signs installed designating the parking limitations imposed by this ordinance. SECTION S. Violation of Ordinance. That any person violating the provisions of this Ordinance shall be fined Five Dollars for the first offense and an amount not less than Five Dollars nor greater than Ten Dollars for each additional offense All fines shall be payable at the Office of the Town Clerk of the Town of North Webster at the Town Hall within Forty-eight (48) hours after the issuance of notice of said violation. For failure to pay fines as herein provided or for additional offenses, the arresting police officer shall file an affidavit in a Court of competent jurisdiction alleging the violation of any Section of the Ordinance. SECTION 6. That the Clerk-Treasurer shall, for convenience purposes, forward a certified copy of this ordinance to the Kosciusko County Court. SECTION 7. That the town attorney of the Town of North Webster shall prosecute alleged violations of this ordinance on behalf of the Town of North Webster. SECTION 8. That any person convicted of violating this ordinance in a Court of competent jurisdiction, shall in addition to the fine imposed hereunder be required to pay the Towns reasonable attorney fees for the enforcement of said ordinances as may be fixed by the Court. SECTION 9. Ordinance in Effect.
