A native of Tremont, DI., Ehnle lived in Fort Wayne since June, moving from Peoria, 111. In 1960, he retired after working for 31 years for Commercial Solvents and 14 years for D.A. Plan to resolve sewage problem presented to Milford board
By MARK HUFFMAN Staff Writer Mark Gensic, performing engineer of Bonar and Associates, Fort Wayne, outlined a master plan for existing sewage problems in the city of Milford, 6 p.m. Monday night, Dec. 16, at the town hall. Board members Jean Treesh, president, and Dennis Wuthrich joined Monica Bice, clerktreasurer, Bill Knowles, sewer-water-street superintendent, and a local resident, as Gensic explained the master plan which he described as “98 per cent complete,” while Ron Bonar, also of Bonar and Associates, offered additional comments. The master plan offers solutions to existing sewage problems while giving an outlook of what to expect if current conditions continue and how to alleviate these problems. Gensic prepared the plan to give the town guidelines which the town may adopt. The engineering, surveying, and planning company will help oversee the construction in the Henry Street area, which has already been accepted as a result of a $288,750 Small Cities Community Development Block Grant awarded to the town last week. Construction of the new storm-sewers is tentatively slated to begin in the fall of 1986. The Henry Street storm-sewer system in the central area of the town and the Emeline/Maple Street area were cited as the top priority problems to be

LITERACY PROGRAM — Mary Behny. instructor at the Adult Education Center. Warsaw, spoke to the Wawasee Kiwanis, Saturday. Dec. 14, about the literacy program. She share some facts by stating that 46 million persons are functionally illiterate. There is an annual increase of 2.1 million annually. The cost is in billions of dollars. The increase in number of illiterates comes through legal and illegal immigrants and school dropouts. Os the prison population 60 percent are illiterate, and 85 percent of the juvenile delinquents are illiterate. A high percentage of those on welfare are also functionally illiterate. Work is being done to help persons learn to read and write, but most of it is on a one-to-one basis. This is done mostly through volunteers. Therefore, help is limited so far as the total number of persons needing help is concerned. Mary Behny is shown in the photo with Robert Sloop, president of Wawasee Kiwanis.

eliminated in the master plan, which was printed before it was learned that the town would receive the CDBG Grant. “Construction in these areas would do the most toward elimination of sewage back-up and street flooding problems in the already developed areas of town,” Gensic reported. The Henry Street project will cost an estimated $692,000 if done according to the proposed master plan. The plan calls for funding of the project coming from town money (tax dollars and a portion of the budget), the Department of Commerce, federal aid, and grants (CDBG Grant), with the state paying a percentage of the total. A two-year design is proposed within the plan, calling for solutions being resolved for the developed areas of town, while five-year and 25-year plans would be instilled for the undeveloped areas within the town’s corporate limits, and the detention (dry) and retension (wet) basin areas, respectively. The study area consists of approximately 2,170 acres broken into six separate “shed” areas, according to where this acreage drains now, and is likely to drain in the future. Gensic reported that the town’s elevation varies from 830 to 835 feet above sea level, with the exception of the flood plain of Turkey Creek and its trubutaries, accounting for many of the existing drainage problems. problems occurring in the central shed area, according to the master plan. The lift station across from Milford Elementary School was also recognized as causing backup as well as pollution problems. “There’s a problem with the bypassing of water, when the water overflows it’s being bypassed to the creek, thus we need to get the excess rainwater out of there,” Gensic remarked. Alternative funding options to construct the proposed storm drainage improvements was also included in the report, with maps outlining the problem areas. Gensic thanked Knowles for his help in citing present drainage problems and pointed out that he will now have maps showing where existing sewage areas are located. “It’s vital to have updated maps when dealing with sewage systems,” Gensic added. Treesh also noted Knowles contribution and commented, “I feel, this master plan is the best thing that’s happening in this compounded situation, now we can see what is happening and have a tool to use when attempting to solve these problems. ’ ’ It was suggested that a copy of the master plan be sent to the vacationing Darrel Om, town board member, so he may look over it, expediting approval of the plan. Bonar agreed to prepare a suggested resolution at the next board meeting, Monday, Jan. 13, at 6:30 p.m. at the town hall, while Gensic suggested that board members discuss appropriations for the plan so he can get it to the plan commission as soon as possible. While many of the problems cited within the plan would not be acted upon in the near future, the plan includes speculation on what future problems may be and what restrictions should be implemented to deter against these problems.

Goshen, for Lydia Ann Murray, 93,1225 Greencroft Drive, mother of Gerald Murray and Mrs. Crist (Joella) Troyer, both of Syracuse. The deceased passed away Sunday, Dec. 15, at 10:05 p.m. in Goshen Hospital. She was born on December 23, 1891, in Honeyville. On November 24, 1911, she married Elmer F. Murray. He preceded her in death on February 11, 1971. In 1972 she moved to Goshen from Akron, N.Y. She was a charter member of the Akron Clarence Center Mennonite Church. Bollinger, 84, Timbercrest Retirement Community, North Manchester, brother of Mrs. Orie (Velma) McDowell, Milford, died Wednesday, Dec. 11, at 5:45 p.m. in Lutheran Hospital, Fort Wayne. The son of John and Nora (Cripe) Bollinger, he was bom on October 5,1901, at Shipshewana. On April 20, 1924, in New Paris, he married Martha Cripe. She survives. Until his retirement in 1971, Dr. Bollinger was a professor and administrator at Manchester College of which he was a graduate. He received his master and doctoral degrees from the University of Wisconsin. Before coming to Manchester in 1946, Dr. Bollinger served as principal of Topeka High School and taught at Ashland College, Ashland, Ohio. He was a professor of psychology, philosophy,. and education as well as dean of students. He was also an ordained minister in the Church of the Brethren, a member of the North • Manchester Church of the Brethren, Manchester Lions Club, and American Association of Retired Persons. (Fisher) LeCount, 63, r 1 Millersburg, former resident of Leesburg, Syracuse, and Nappanee, died Saturday, Dec. 14, at 4:08 a.m. in the Indiana University Medical Center, Indianapolis. Death was from complications following open heart surgery.. She was born on April 28,1922, at Nappanee. Her first marriage was to Samuel Fisher on October 4, 1938. He died on April 11, 1975. Her second married was to Kenneth LeCount on September 8, 1979. He survives. Mrs. LeCount cared for elderly people in their homes. She was a member of Burr Oak Church, Ligonier, former member of the Nazarene Church, Syracuse, and former member of the Women’s Relief Corps. Surviving are her husband; two sons, Keith Doug Fisher, Nappanee, and DeWayne Fisher, Millersburg; one daughter, Mrs. Charles (Sandra) Bradley, Springport, Mich.; eight grandchildren; one great-grandson; and one brother, Melvin Spicher, Halfway, Mo. One sister preceded her in death. Funeral services were held Monday, Dec. 16, at 1:30 p.m. in Thompson & Yoder Funeral Home, Nappanee, with Rev. Lawrence Byrnes, pastor of Burr Oak Church, and Rev.
