Run for Liberty to be held in Warsaw April 20

The snow hindered a lot of Kosciusko citizens, but not the Steering Committee for the Liberty Run planned for April 20. The Northern Indiana Employee Services and Recreation Association (NIERSA) is offering everyone the perfect opportunity to be a part of the restoration campaign by participating in the “Run For Liberty.” The community event will take place in Warsaw on April 20. Participants will run, jog, or walk around an 85 yard long course (the distance around the base of the Statue of Liberty) as many laps as possible during a 30-minute time period. Each par- * ticipant will obtain 10 sponsors who will make monetary pledges based on the number of laps completed. Upon completion of the “Run” participants and sponsors names will be submitted to the “Run For Liberty” Processing Center and each participant will be mailed a T-shirt and each sponsor will receive a Liberty

lapel pin for participation in the “Run For Liberty.” In addition to the “Run” which will begin at 1 p.m., there will be many other events scheduled for the entire family. Local property tax increased

Local property tax increases of up to 25 percent are occurring this spring in Indiana as a result of last year’s loosening of tax controls, the Indiana Chamber of Commerce said recently. More than half of the state’s 92 counties are exhibiting doubledigit rates of net civil government property tax levy increase, with the hikes averaging close to 11 percent, according to William Styring, Indiana Chamber vice president-public finance. Styring states that the property tax controls that were instituted at the time the state rewrote its tax program in 1973 helped keep the lid on for a number of years. He continued, “But there was never an absolute freeze, and the General Assembly has been loosening the controls a little here and a little there, year by year. Last year, the legislators blew big holes in the controls and now we’re seeing the results.” The bill that was passed in 1984 to give local government units some additional sources of funding was called a local income tax bill. “It did enact a new local income tax law, but it also included a variety of new ways to raise property taxes,” Styring said. “The Indiana Chamber objected while the bill was being considered but those objections were pooh-poohed and ignored.” He said the large increases this year are not going to be “one time” occurrences but will continue in future years unless some of the lost controls are reinstated during this session of the General Assembly. “The legislators have had little grass-roots pressure on this issue because taxpayers have not yet seen their spring tax bills, and

Wagner received his nursing degree from Southwestern Michigan College where he graduated with honors. He has previous nursing experience in a nursing home and as a charge nurse on a psychiatric unit. NIPSCo contacts municipalities to begin street light conversion

Northern Indiana Public Service Company has contacted the representatives of more than 130 cities and towns in its electric service area to begin discussions on the conversion of present mercury vapor street lighting systems to a new, more efficient light source — high pressure sodium. Jack W. Stine, NIPSCO vice president, division operations, said that approximately 42,000 lighting units in the utility’s territory are eligible for conversion and that the new lights will provide comparable or improved lighting at reduced rates. NIPSCO has been monitoring the costs associated with high pressure sodium with interest for some time, he said. Recently, high pressure sodium has become the preferred light source for new installations across the country. This is due to its high energy efficiency? approximately twice the light per watt compared to mercury vapor.
