Commissioners table Syracuse industrial park
A petition to rezone 33.26 acres of land for a proposed industrial park for the Syracuse area was tabled by the Kosciusko County Commissioners at their meeting April 5. The petition will be reviewed at the May 7 meeting pending the study of solutions to sewage and drainage problems. The Area Plan Commission had reviewed the case at its March 7 meeting, and had recommended approval of the rezoning to the county commissioners. At the commissioners’ meeting Dan Richard, executive director of the Kosciusko County Area Plan Commission, was unsuccessful in convincing the commissioners to give the case back to the APC. Richard said a soils report, which stated the composition of the soils as primarily clay, would be likely to change the decision of the APC members. The APC originally granted approval of the petition presented by the Syracuse-Wawasee Area Development Company pending an investigation into potential sewage problems. The property, located west of

SR 13 and 1,750 feet north of CR SOON in Turkey Creek Township, and near the Tri-County Fish and Game Preserve, has been cause for remonstrance. The prime concerns include: that the land should remain agricultural, the distance from fire and police departments, the effects of the development on a nearby hog confinement operation, the fact that the park could create a turning hazzard, and that the nearby Tri-County Fish and Game Preserve would become subject to pollutants. However, far and beyond other problems voiced by remonstrance are the concerns with sewage and drainage, according to all parties involved. County Sanitarian Jon Cupp explained with the type of soil composition found on the acreage individual underground septic systems could not be used. He did not believe that the state health department would issue permits for this type of system due to the soils, and added the park would need its own above ground system. Further, this he said would require meetings in Indianapolis with the state health

department. Having agreed that an above ground sewage treatment system would be installed if necessary, Steve Snyder, a Syracuse at-. torney and member of the Wawasee Area Development Company, was anxious to gain approval for the rezoning. The development company has an option to buy the land from Harold and Maxine Stoffel, as buyers for the property are found. At this time tentative agreement has been received from at least one manufacturer, and five other inquiries have been received from interested parties. The commissioners tabled the petition according to Area Plan Ordinace Administrator Cinda Overmyer because, “They wanted further input into soil and drainage, and what could be done to prevent pollution into the Tricounty Fish and Game Preserve.” Under the planning system it will be necessary for any type of septic system proposed to be reviewed by the Area Plan Commission at the time of final plat presentation. ,
