Young Bird told the Milford Town Board Monday night that the 25 member Jaycess are schedling a Charter Night Friday, March 29, and are planning meetings twice a month after that. Milford’s fourth and fifth grade boys have been practicing for 15 Saturdays to get ready for the game which will be held at 6 p.m. March 14 in the Milford Junior High gymnasium. Mr. and Mrs. Kenneth Goshert of r 1 Milford are the parents of a son, Jay Eric, bom Tuesday, March 5, at the Goshen Hospital. Jay Eric was bom at 8:32 p.m. and tipped the scales at nine pounds, 11 ounces and was 21 inches long. 20 YEARS AGO, MARCH 12,1964 Three Milford boys, Rod Barley, Steve Barker, and Mike Hamilton, will go to Indianapolis on Saturday, April 18, to take the 1964 scholarship examination in chemistry. The examination is sponsored by the Indiana section of the American Chemical Society and will be given on the campus of Indiana Centeral University. He traveled with the National Editorial Association. 30 YEARS AGO, MARCH 18,1954 The Milford Lions Club played host to the high school basketball team and their coach at the Melody Case Monday night, and heard a talk by the sports editor of the Elkhart Truth. A birthday party for Rodney Bailey, 7, was given Saturday afternoon by his mother, Mrs. Eldridge Bailey. Mrs. Ernest Bailey and Bobby Bailey assisted with games and serving refreshments, including a large birthday cake. Arch DeFries spent two days at Indianapolis last week. On Monday Mr. and Mrs. Orvil Kilmer moved their family and belongings from their home in Leesburg to the farm home owned by Mr. and Mrs. A.R. Hollar near Milford. 50 YEARS AGO, MARCH 15,1934 Guy Pinkerton and son loaded and transferred a truckload of horses from the stables of James McKibben on Saturday. Merrill Chatten and family were guests of his father, Henry Chatten at South Bend last week. A birthday surprise party was given Wednesday evening March 7, in honor of Cornelius and Vernon Reuter, at their home north of Milford, whose birthday anniversaries fell on the same date. Cornelius being 21 and Vernon being 15. Albert Krull has been making preparations to erect a new barn at his farm east of Milford. He is having the timber cut for the barn now. Now. therefore, (this Ordinance Is adopted) (8-17-15-1) HORSE-DRAWN VEHICLES CHAPTER 15 LICENSE FEES FOR HORSE-DRAWN VEHICLES SECTION. 8-17-15-1. License Fees for Horse-Drawn Vehicles. •-17-IS-1. License Fees for Horse-Drawn Vehicles: (a) This section is enacted pursuant to Title 36 of the Indiana Code. (b) Definitions: For the purposes of this section, the terms below shell be defined as follows: (1) "Horse-Drawn Vehicle" means a buggy, carriage, dray, or wagon designed or intended to use one (1) or more horses as motive power. The term does not Include horse-drawn agricultural implements. (2) "Owner" Includes any individual, firm, corporation or association that owns, rents, leases, or has exclusive use of a horse-drawn vehicle for a period of at least thirty (30) days In any calendar year. (3) A "resident of this County" means a person who has his or her principal place of residence in the County, or who owns or operates a business within the County. (c) Every resident of this County who is the owner of a horse-drawn vehicle used upon any County highway shall pay an annual license fee of Twenty-Five Dollars (525.00). However, any resident of this County who owns a second or additional horse-drawn vehicle used upon any County highway shall pay an annual license fee of Seven Dollars and Fifty Cents ($7.50) for the second and each additional vehicle. (d) Each County resident who owns a horse-drawn vehicle used upon any County highway shall pay the license fee for that horse-drawn vehicle to the Township Assessor of the Township in the County, wherein that person resides and/or conducts or operates his or her business. The license fee required under this section shall be paid on or after January 1 and no later than May 15 of each year. Upon payment of that license fee, the owner of a horse-drawn vehi cle shall receive a numbered metallic tag bearing the legend "Kosciusko County, Indiana", the year of issue, and a consecutive number from the appropriate Township Assessor. The form of the plate shall be that made and provided by the State with the coloring scheme each year providing for a white or light background and black or dark numerals and legends. The owner shall subsequently affix the numbered metallic 'tag to that horse-drawn vehicle, and keep and preserve that metallic tag on that vehicle so long as that metallic tag Is effective and has not expired. (e) Each numbered metallic tag shall be valid from January 1 to May 15 of the year following its issuance, for a maximum period of sixteen and one-half ( months. All numbered metallic tags shall expire on May 15 of the year following the date stamped on that numbered metallic tag. Only one (1) metallic tag required by this section shall be attached to any horse-drawn vehicle at any time. (f) At time of collection of the annual license fee, and the issuance of the

The registration receipt shall ba carried in or on the horse-drawn vehicle at all times “while the vehicle Is in operation upon any County highway. (g) Each Township Assessor shall ba entitled to personally retain One Dollar (1.00) of the amount collected by that Township Assessor for each metallic tag and certificate Issued under this section. The remaining Twenty-Four Dollars (524.00) of the Twenty-Five Dollars ($25.00) assessed on the initial vehicle of a County resident, and Six Dollars and Fifty Cants ($6.50) of the Seven Dollars and Fifty Cants ($7.50) collected for each second or subsequent vehicle, shall be deposited by the Township Assessor with the County auditor for deposit by the County Auditor In the County Highway Fund. (h) No person shall use or operate a horse-drawn vehicle if the owner of that vehicle is a resident of this County, upon any County highway unless the metallic tag required by this section Is attached to the vehi cle for which the required license fee has been paid. (i) No person shall use or operate a horse-drawn vehicle upon any County highway without a current and valid metallic tag if the owner of that vehicle is a resident of this County. (j) No person shall transfer any numbered metallic tag required by this sec ♦ion from one horse-drawn vehicle to another horse-drawn vehicle, or from one owner to another owner. (k) person shall operate a horse-drawn vehicle owned by a resident of this County upon any County highway unless the registration receipt required by this section is in the possession of the operator or present on or within the vehicle. (l) Nothing contained in this section shall be deemed to levy a license fee on or require the registration of a horse-drawn vehicle owned by a person not a resident of this County even If that vehicle is from time to time used or operated upon any County highway. (m) The County Sheriff's Department shall enforce this section. Any duly qualified and acting law enforcement officer serving in the County may enforce this section. Arrests and court appearances under this section shall be in accordance with Indiana Code 9-4-7-1 et. seq. Ordinance violation proceedings shall be in accordance with Indiana Code 34-4-32. (n) No part of this section shall be deemed to conflict with any State Law regulating horse-drawn vehicles. Any conflict which does exist shall, so far as possible, be resolved under the statutory presumptions in Title 36 of Indiana Code. (o) On and after May 15. 1984. any person who violates any provision of this section shall be deemed to have committed a Class C Infraction, as defined now or hereafter by Title 35 of the Indiana Code. (p) Each Section and clause of this Or dinance shall be deemed to be separate from every other section and clause. If any one or more clauses or sections shall be found to be illegal, or unconstitutional, or unenforceable, such findings shall not affect any other section or clause. (q) All Ordinances in conflict with this Or dinance, including any ordinance or resolution incorporating by reference Indiana Code 17-2-56 et. seq., are hereby repealed upon the effective date of this Ordinance. (r) This shall take effect as soon as publication is had according to law. M. 14-21
