KEVIN ENYEART Private Kevin A. Enyeart, son of Mr. mid Mrs. Keith Enyeart of North Webster and grandson of Elenore Enyeart of North Webster, will complete his basic training December 20. He will return home for the holidays and is scheduled to resume his training at Fort Bliss, Texas on January 2. His wife is Becky (Skelton) Enyeart. He is a 1983 graduate of Wawasee High School. JOHN THORN Marine Pfc. John S. Thorn, son of Jerry and Jennie Thom of r 1 Cromwell, has completed recruit training at the Marine Corps Recruit Depot, San Diego. During the 11-week training cycle, he learned the basics of battlefield survival. He was introduced to the typical daily routine that he will experience during his enlistment and studied the personal and professional standards traditionally exhibited by Marines.

North Webster Town Board to seek additional information
•By DEB PATTERSON Staff Writer Members of the North Webster Town Board have ask Design Enterprise, Ltd., of Fort Wayne to submit additional information before they vote on whether or not studies should be done by the firm for the town. The request was made at last Wednesday’s town board meeting. The firm has submitted a proposal for conducting a wastewater plant design performance study and a report on equitable flow allocation testing between the town and the Webster Lake area. Cost of the project is over SIO,OOO. Warren Rauhe, client service manager, and Gerald McDonnell, project engineer for Design Enterprise, were present at the meeting. Rauhe said if study A, the plant design performance study, were done by itself it would cost $9,500. If study B, equitable flow allocation, were done by itself it would cost $3,600. If both studies afe done concurrently, the cost would be $10,400. Rauhe stated the firm prefers doing the work concurrently because the two studies go best hand-in-hand. Howard Bemish, board president, said he didn’t feel comfortable making a decision at this time. Robert Breyer, board member, suggested input be given by Sidney Markley, Jr., and Myron Clark, board members-elect, who were present at the meeting. Both Markley and Clark wanted to look into the study further without obligation. “We have an interest regarding the problem and feel there should be a break down of principle, the time on site involved, whoelse will be here and how you arrived at the figures. I feel it’s a lot of money and would like to know a little bit more,” said Markley. A motion to have Design Enterprise, Ltd,, submit a contract agreement for considersation along with a forecasted percentage of completion, flow of funds and man hour projection was passed. December 19 was set as a date for this to be submitted. Study A There five steps in Study A, plant design performance study: preliminary analysis, on site inspection, problem identification, overall plant evaluation and a final report. The preliminary analysis would include plant performance with a plant description, opera-
tional problems, design evaluation of unit processes and identify discharge requirements. The on site inspection would include an interview with the plant staff members, determining routine plant performance and comparing this with design performance and problem identification with an evaluation as to effect on overall plant performance. The problem identification includes three steps. Observation of excessive particles and/or flow over weirs, excessive grease or scum build-up, unusual equipment problems, grit handling and removal. Another step is reviewing records such as flow data, unit operational data, power consumption, maintenance data and others. The final step would be observation of the pond characteristics including design improvements to the ponds.

Overall plant evaluation includes the wastewater treatment facility unit processes: plant lift station, comminutor, bar screen, parshall flume, aeration tanks one through three, settling tanks, summer pond, winter pond, chlorine contract tank, solids treatment and aerobic digester and solids disposal. The evaluation will include differences in existing plant performances and operational data with design and performance data, discussion of sampling and analysis program and problems encountered. The final report will contain the following: summary of on-site visit, problems encountered, recommended solutions, proposed implementation action and six copies of the final report. Studyß Study B would be the flow allocation testing to resolve the flowing coming into the plant.
This involves nine steps. The first is to collect and evaluate the flow data on pumps two and 10. This includes data generated by the MarshMcßimey Flow meter owned by the Epworth Forest Foundation, Inc. The second step is to gather information on 180 flow meter from Marsh-Mcßimey and determine the accuracy and precision of the flow meter based on the manufacturer’s information verses actuaj conditions. Thrid is calibrating the flow meter located on the wastewater treatment plant site and installing elapsed time meters on the sewage pumps at station 10. After the elapsed time meters are installed, the engineers will determine the pumping rate for station 10 pumps and compare to had versus capacity charts for
this pumping station configeration. An elapsed time meter will also be installed at station two and the flow rate for pumps will be determined and compared to head versus capacity charts for pumping station configuration if flow charts are available. The final step would be to report actual flow rates from the Epworth Forest Foundation and the town, make a conclusion and submit a final report documenting the test results and conclusions. the test would assist in finding a solution in the Epworth Forest area? McDonnell stated Study B would provide the board with an answer as to the flow coining from that end of town and the area in question. Bemish said he ask Walt Corbin for the results of the smoke testing in Epworth Forest several weeks ago but has not received . them.
