There were approximately 50 names on the petition circulated in the Willow Island, Harborside and Rainey's Court area asking the DNR to approve the installation of two 20-foot culverts instead of one 40-foot culvert, with concrete abutments to retain the roadway. The petition was circulated and signed after residents discovered one 40-foot culvert, seven feet wide and five feet, seven inches high, arrived on Friday. Kosciusko County Highway workers and Jack Camden, of John Camden construction, Pierceton, have been working at the site since Thursday dipping out the sludge. Workers started taking out a section of the solid gravel fill, used as a road/bridge since December 1982, Tuesday morning. Jack Tracey, a Willow Island resident and general spokesman for the group, stated, “It still isn't satisfactory to the property owners,” adding the county is (wily putting in a 14-foot roadway. Richard Winebrenner, engineer for the county highway department explained the pipe was approved by the DNR with the grade recently established by the department. “We’re doing the best we can,” commented winebrenner, who added the department is “not going to suit everybody.” After the culvert is installed, the area around the pipe will be backfilled with gravel and compacted to the top of the roadway. The lake side of the road/bridge will be rip-rapped, filled with large chunks of limestone, to retain the roadway and in the future guard rails will be installed. Drainage board to meet June 23 The Kosciusko County Drainage Board will meet June 23 at 9 a m. in the old court room of the Kosciusko County Courthouse in Warsaw. Dryer overheats The Syracuse Fire Department was called to Lakeland Laundry Sunday, June 19, at 2:24 p.m. A dryer overheated and caught fire. An estimated S2OO damage was done. - Power outage A truck hauling building material hit wires causing 507 NIPSCo customers in the Syracuse area to be without electricity for nearly an hour Monday. The truck was about one mile out of town on Pickwick Road when the incident occurred.

The current costs of the project is >IO,OOO, including the pipe and clean-up of the channel. “We cleaned it up as well as we could,” commented Winebrenner. Tracey remarked on Friday that there has been a sludge build up on both sides of the lake, the east side more so than the west. “Everything out of the lake collects on the west.” Tracey even stated he cleaned dead fish, out of the west side of the area. Some sludge was dipped out earlier by Stan Custer, Milford. Jim Hebenstreit of the DNR remarked that when the county submitted the plans to the DNR commission, the commissioners suggested the length of 40 feet be shortened. However, the final decision was left up to the county. When the petition is filed with the state it will have to go back to the commission. Hebenstreit stated it is now known what the commissioners will do and continued in his own opinion, two culverts would be better than one. Bob Darfus, lake inspector and engineering assistant with the DNR, will examine the county's work today (Wednesday) and talk to Winebrenner and other involved. How It Began The battle started in December 1982 after the county highway department removed a 50-year-old nine-foot bridge on November 22 and replaced it with a solid gravel fill. The county intended to replace the bridge with two, four-foot culverts.

County Highway officials were ordered on December 3, 1982. to “cease and desist” all work on the bridge from James M. Ridenour, director of the DNR. DNR records showed no permit had been issued authorizing the removal or replacement of the bridge and the wort; was in direct violation of IC 12-2-11.1. The gravel fill material dumped into the channel constituted unauthorized encroachment on the lake waters. A meeting with DNR officials, County Commissioner Maurice Dorsey, Winebrenner, several property owners and their attorneys was held at the site on Tuesday, Dec. 7. This meeting became heated at times and the county was given the opportunity

to submit an after-the-fact application for the work already completed. The DNR received the application on January 10 and on February 28 the application was submitted to the Bureau of Water and Mineral Resources Advisory Council and the Natural Resources Commission. Representatives of the county highway, county commissioners and residents were present. Installation of a seven-foot pipe was the outcome of the February meeting. The plans were drawn, submitted to the DNR and just recently approved. The residents’ major complaint is the pipe installation had blocked off boat traffic and caused a heaving of the lake bed, extending 40 feet east of the bridge
