Humane society explains cutbacks to

The Kosciusko County Commissioners held their monthly meetings for the month on March 1 and 2, with all commissioners present. County Attorney Rex Reed and County Auditor Jean Northenor were also present for the meetings. Don I. Brown, treasurer of the Human Society and member of the board of directors, was present for the March 1 meeting to explain cutbacks in services offered by the society under the newly signed Humane Commission contract. The cutbacks are due to a budget deficit projected by the board of directors this year. Nuisance calls will be discontinued except for instances listed below. Animals, dead or alive, may still be dropped off at the shelter. The following list of services will be provided by the contract: Calls responded to in person will be for injured small animals; small animal peril; small animals at a place of business; animal cruelty complaints; where an arrest has been made by county deputies (when required); after hours animal bite investigation (when discretion dictates); dogs killing livestock (when discretion dictates); small animal complaints where circumstances dictate such as an elderly person being harassed by stray dogs Calls responded to by telephone will include: barking dogs (where owner’s identification is known): animals tearing into Driver falls asleep,hits pole Sian Smith, 21, r 1 Syracuse, not injured in a one-vehicle dent on Armstrong Road, near CR 325E Monday, April 4. The accident occurred at 7:25 a.m. Smith told police he must have fallen asleep before his auto struck the utility pole. Damage was estimated up to $5,000 to the 1975 Chevrolet Blazer. Boat Stolen Robert L. Fields, r 4 Syracuse, reported to Kosciusko County Police the theft of a 20-foot boat, valued at SII,OOO and a trailer from his home. The theft occurred between Saturday, March 26 and Sunday, March 27.

APC to hear 3 cases

Three Lakeland area cases are scheduled to appear before the Kosciusko County Area Plan Commission during today’s (Wednesday) regular monthly meeting. Stanley Price is expected to petition the board for approval to rezone 1.76 acres from an agriculture district to a commercial district. Three Kosciusko County residents are among the 136 Ball State University students participating in the 1983 student telefund campaign this spring. They are Shelly Harting and Jeri Meditch, Syracuse, and Aurea Roa, Milford Following the theme of “Pledging for Progress,” the students will contact some 60,000 Ball State alumni in Indiana and the continental United States. Their goal this year is to raise $232,000, a six per cent increase

TYie basic services offered under the contract will also include the receiving of stray and owned animals during business hours, reclaiming of pets to their owners, enforcement of rabies and tax laws by reclaiming owners, encouragement of animal neutering thereby cutting down on future animal related problems, public informational sources and public education. Services also include assisting law enforcement agencies, establishing and maintaining an open line of communication between the humane officer and the township trustees and other county agencies and to provide assistance to farmers that incurred a loss (such as livestock from dogs) in finding the owner. The humane contract provides having live traps available for the capture of strays and providing assistance in establishing an enforceable ordinance for animal control. Other Business In other business the commissioners opened bids for pipe and bridge work to be done throughout the county. The bids submitted by Heavy Construction of Columbia City were accepted for bridge projects to be done in Seward and Tippecanoe Townships, in which the old bridges will be replaced by the new box beam structures this summer. Heavy Construction bid $34,758.85 for the project and was the lowest of five companies including Camden Construction of Pierceton, $39,445.84; Beer & Slabaugh of Nappanee, $37,701.50; Forker Excavation, Inc. of Altion, $43,801.90; Niblock Excavation of Bristol, $62,612.31. Heavy Construction will remove the old bridge over the Cauffman Ditch on CR 450 W in Seward Township and build a new box beam bridge. They were also awarded the contract to tear out the bridge over the Tippecanoe River on CR 675E in Tippecanoe Township, where they will also build a new box beam bridge for $44,667.20.

Pipe projects to be completed included the replacement of four small bridges with large round pipes and replacing one old pipe. Areas effected are the Dausman Ditch on CR 625 W, over the Coppes Ditch on CR 1000 N and over the Peterson Ditch on CR 300E in two different locations. Utility Permits Upon the request of the board the following utility representatives met and discussed contraction problems regarding county highway right of way during the Monday meeting: Dick Parker and Jack Cripe of NIPSCo, Keith Gillespi and Mark Weiss of United Telephone, D. W. Skiles and Bill Crook of General Telephone. Utility construction particularly the ditching and draining were discussed as well as culverts and tiles damaged. It was decided that when the pipe is working before digging is done the utility companies are to replace them if they damage them while burying cable or gas lines.
