Although Lugar said his bill would have a $1 billion first year price tag. he estimated that the federal government would realize $2.5 billion in taxes from new employment. Lugar said "It is an antirecession device that is consistent with the basic elements of the President's economic recovery program Lugar said he has met with key White House officials to discuss his bill, and was hopeful the administration would support it as a jobs program "This bill, as an urgent antirecession measure, does not mean that we are closing our eyes to out other continuing responsibilities to house the poor." Lugar said "This bill does not preclude any other action this subcommittee will take this year It s vital, however, that this bill move quickly and necessarily separately from other housing issues Too many jobs are at stake” Lugar included in the record of the hearing a letter he received from 12 organizations representing low -income housing interest "This letter. I believe, does not represent opposition to my bill, but rather makes a plea that we not lose sight of our other more comprehensive responsibilities I want to public-ally assure these groups that we will not In fact. I will hold hearings beginning next week on the housing issues with which they are concerned." Lugar said "Providing adequate housing for all members of our society should not preclude our goals as a society to advance full employment." Lugar concluded, "nor should the need for jobs preclude us from aiding the poor ”

Richard Bodine supports automotive products bill
State Representative Richard 0. Bodine, speaking to a recent United Auto Workers (UAW) Cap Counsel meeting i Plymouth, advised the UAW membership he had directed an inquiry to Congressman John Hiler concerning his position on HR 5133, "The Fair Practices in Automotive Products Law.'’ Bodine said, "I am informed that John Hiier, though often requested, has to date refused to take a position on this important piece of legislation. "People in the third district of Indiana are directly dependent on a healthy automobile industry HCR 5133 will go a long way toward nursing our domestic auto industry to health again. "The third district citizens have a right to know now where Congressman Hiler stands on this issue." In a March 22 letter to Hiler. Bodine states. “There is before Congress a measure which I believe will, if enacted, materially aid our automotive industry’s competitive position and go a long way towards putting our unemployed back to Bodine charges country near depression Richard C. "Reagonomics, which Hiler enthusiastically supports, last year insisted on massive tax cuts for giant multinatignal corporations and a for individuals. This program has failed and failed badly. - "Hilemomics has not worked and continuation of massive tax cuts for multinational corporations will not create prosperity far the citizens of the Third District in Indiana "We must defer the 1983 tax cut until people are back to work, until they can afford to buy a home and until the present economic situation is ended. "We must cut military spending at least $25 billion. Frugal spending and strategic programs must be the rule, not the exception We can continue to maintain our military posture at the same time decreasing our spending. "We must immediately eliminate the immoral tax benefits given our corporate giants. Repeal of the lost leasing provisions alone would save us $8 to $lO billion Our research indicates that the repeal of tax benefits could save us $5 to $lO billion more dollars "This very simple program would increase government revenue in excess of SBO billion It would reduce the proposed deficit to about S3O billion "This proposal would significantly narrow the gap between the federal deficit federal revenues It would take the pressure off the moneymarkets and without such pressure the interest rates will fall As this occurs private investment will increase and create new jobs and opportunities Consumer confidence will increase and the return to full employment will begin "It is not an easy program to sell and may not be immediately popular It's one I believe will work and one that I will work for,' bodine concluded.
Hearings in April
Indiana Republicans will seek input for the 1982 GOP platform during three public hearings next month. The hearings will be conducted on Thursday, April 8. in Fort Wayne; Monday, April 19. in Evansville; and Tuesday, April 20. in Indianapolis. Republican platform committee co-chairmen Lt. Gov. John M. Mutz and Marilyn Quayle have announced. The platform will be written after testimony is gathered at the three hearings. Appointments are available for individuals and groups who wish to testify, although some time will be held open for testimony by persons who do not make an appointment. , In Fort Wayne the hearings will be held at the Allen County Republican Headquarters, 135 W. March 25. that he will not use the new tax deductions which Congress voted for itself late last year and challenged Indiana Senator Richard Lugar to do the same "The Senator has stated that he opposes these tax breaks for members of Congress, although he voted for them four times in 1981.” Fithian said. "I have also stated my opposition to the tax breaks I will not use the new tax deductions when I file my income tax on April 15 If Dick Lugar really believes these tax breaks were wrong. have that problem and will benefit much more than states in our region Our state revenue sources are less elastic than federal sources and are thus more likely to decrease in a recession that federal income taxes. Additionally. the swap' component of the program, which trades Medicaid for ADC and Food Stamps, will also hurt us. especially since the present economic program is making more people dependent on government income maintenance than ever before Futhermore. if one examines the assumptions made on the costs of those programs, which shows them costing two and one-half billion dollars less in FYB4 than FY9I. it is clear that Reagan and Hiler are not being honest with the American people. The present federal system does need some cleaning up. but we should let the federal government continue to fund these programs from existing revenue sources, and let the states and localities continue to administer them Let's be honest with the American people instead of fooling them with proposals such as this one. Let's have a representative who w ill be honest with the people in the Third District.”
“If I would have accepted this Congressional tax boondoggle, I would have paid $7,500 less in taxes this year My tax obligations would have shrunk from around $12,200 to about $4,750. But that would have been wrong." Fithian said. ‘‘That is how blatant these new tax deductions were "I don't see how Dick Lugar can look Indiana voters in the eyes and ask them to weather the storm of this recession while he rides high above the storm clouds on this tax cut.” Fithian said Furthermore, Fithian said he has cosponsored legislation to repeal the tax breaks and has signed a discharge petition which could force the bill to repeal -the tax cut onto the floor of the House, where it could receive immediate attention. “Public confidence in Congress has been sinking for a long time and this tax cut for Congressman is a good example why. Both the substance of the bill and the way in which it was passed are an outrage,” Fithian said. Fithian said that the Senate originally buried controversial tax breaks in a bill providing money for coal miners suffering from, black lung disease The next day, both the Democratic and Republican House leadership informed House members that they were voting on the noncontroversial black lung benefits bill with minor amendments put in by the Senate. The House leadership brought the bill to a vote without making copies of the bill available to members on the floor. Only later was it learned that the bill included new tax deductions for Congressmen.
Sharp not taking funds for campaign Ronald Sharp, candidate for the Indiana House of Representatives has announced that he is not taking funds for his campaign With conviction of a United States Senator, two former Indiana State Legislatures for bribery and other crimes, it indicates to the voters that some office holders are not honest. Lobbists and other special interest groups spend millions on packaging a candidate to sell to the voter. Sharp stated. He indicated he drew his conclusion on special interest groups when reviewing reports for the 1980 receipts and expenditures made by candidates for the Indiana General Assembly. “I was appauled by the donations given by these special interest groups, especially to members of the General Assembly, who were on committees that controlled vital legislation involving these groups How could one look out after the voter’s interest if one has sold His soul to special interest groups 0 " Sharp ask. The candidate cites one legislator who had $2,000 left from his 1980 campaign. "The only way I can see to escape being compromised by the special interests groups is to pay my own way.” Sharp concluded Councilman, is seeking the 18th District House Seat on the Republican ticket. The 18th district consists of Scott. Jefferson. Van Buren. Turkey Creek. Tippecanoe, Plain. Prairie. Wayne. Washington and Monroe Townships in Kosciusko County and Sparta. Washington, York and Nohle Townships in Noble County. Kendall says voting records tell story
State Senator Mike Kendall (DJasper), Democratic candidate for US Senate, released voting records which he said shows Congressman Floyd Fithian, (DLafayette> voted with US Senator Richard G Lugar, (RIndianapolis) to cut total “major domestic programs" and not cut military spending about 17 times from 1977 to 1980 Kendall stated that FithTan, like Lugar, “has made domestic legislation bear the brunt of budget sacrifices and treated defense spending as a sacred cow. not subject to ordinary standards against waste, fraud, and abuse .” According to material prepared by Kendall s research staff. Fithian voted to cut major domestic programs like HUD. HEW. and OSHA nine times from 1977 to 1980 During the same time period, Fithian also voted not to cut defense spending seven times. Fithian also voted to increase defense spending once' during the same period Kendall described the following roll-call votes to support his contention: On consecutive days in May 1978, Fithian supported attempts to cut HEW funding by $3.15 billion In June 1978. he voted twice for cutting OSHA by $28.4 million In two separate votes in June of 1978, Fithian voted to reduce appropriations for the department of Labor — HEW and HUD — independent agencies, each by two per cent. Less than two months later, he voted twice to instruct the House Budget committee to slash two per cent from every area except defense and veterans affairs. In April 1977, May 1978, and April 1980, Fithian voted against four different proposals which would have transferred some funding from defense to such domestic programs as commerce and housing credit, education, training, and youth jobs programs. Fithian also was listed in a Congressional Quarterly poll as opposing an amendment in April 1977 to transfer $7.95 billion from the defense function to reduce the national debt. That same day he voted to increase defense authorization by $4.1 billion and outlays by $2 3 billion. Kendall said Fithian’s votes were in marked contrast to most House Democrats. “Floyd can’t propose balancing the budget by -cutting defense rather than domestic programs in 1982 without flip-flopping. And if the Democratic Party can’t offer a New Agenda for the 1980 s to balance the budget, cut interest rates and restore full employment, then we cannot hope to win in 1982,” concluded Kendall.
