Reagonomics, Reagan administration policies and the 1982 elections will dominate the agenda at the Young Republican Leadership Conference March 2428 in the Sheraton-Washington Hotel. Washington, D. C. This annual conference, attracting more than 1,000 Young Republicans, (ages 18-40), will feature Vice President George Bush. United Nations Ambassador Jeane Kirkpatrick. Senator Dick Lugar (R-lnd.) | announced that he is inU’oducing a new federal housing bill which could put more than 700.000 Americans back to work within ihe next several months. Lugar, who is chairman of the Senate Banking Committee’s Housing and Urban Affairs | Subcommittee, said his ! emergency action would raise employment by speeding up the number of housing construction starts by as many as 450.000 units. The Lugar housing program will reduce mortgage interest cates to qualified homebuyers by up to four per cent. By cutting mortgage costs. Lugar said 7 8 million more families would be able to afford a new home now. The program will cost $5 12 billion over the next five years, after which it will end. The federal funds, which will be used to reduce the interest rates on these special mortgages, would later be repaid to the Treasury as buyers sell or refinance their homes The Lugar bill will be directed to help only low and middle-income families and the funds will be allocated on a priority basis to states with high unemployment rates “This is a temporary, emergency action to create jobs now,” Lugar said "We have already adopted a strong, longrun economic recovery policy by cutting taxes to encourage investment. by controlling federal spending to decrease inflation, and by reducing federal regulation of the economy Those

GOP platform committee is named Lt. Governor John M. Mutz and Mrs Dan (Marilyn) Quayle have been named co-chairmen of the 1982 Republican Platform Committee by GOP state chairman Gordon K. Dumil. The lieutenant governor and Mrs Quayle will chair three regional platform hearings before the June Republican State Convention. The party platform will be drafted after gathering data at the hearings which will be held in Indianapolis. Evansville and Fort Wayne in April. In each region where hearings will be held, 12 regional committee members will be selected. But in the short term we have to strengthen that foundation with some emergency measures to put people back to work now.” Lugar said he has been "searching for a vehicle” which meets the following tests; “One. it must create the greatest number of jobs in the shortest amount of time; Two. it must be consistent with our overall economic recovery program. and Three, it must be temporary and not establish a permanent federal financial involvement. ’’ "This housing program meets those tests.” Lugar said “It would begin showing tangible results within weeks of passing Congress Not only would it create an estimated 300.000 housing construction jobs, but there would be a major spin-off in job expansion in other areas of the economy. There would be more than 400.000 jobs m manufacturing, wholesaling, transportation and so on These new jobs will create $1.4 billion in personal income tax and sl.l billion in corporate income tax “Housing has always led us out of a recession before, and it will do so again with this program.” Lugar said "The problem now is that unemployment in construction is now 18.7 per cent. If we don't do something now to preserve housing related jobs, when recovery comes, there won’t be enough people building homes and there will be terrific inflationary pressures, just as there were after the 1975 recession '

Sharp gives feelings on schools, PSC
“Voters of a school district should decide on a school building program,” stated Ronald Sharp, candidate in the Republican Primary for Indiana District 18 representative seat. Sharp is attempting to unseat 72-year-old Thames Mauzy of Warsaw. Mauzy is completing his 16th year in the state legislature. “With the school board able to create holding companies, the taxpayers of that corporation should have some recourse whether they wish to have a tax increase to pay for the programs. A vote could be taken in either the primary or general election,” Sharp stated. Sharp, who is presently a member of the Kosciusko County Council, also advocates reorganization of the Public Service Commission of Indiana. Their rates should be fair to all, he remarked. “We just cannot continue to let the rapists, murderers and those who kill while driving, walk our streets and drive on our highways.” he commented. “If it takes more prisons let’s build them.” The county councilman also advocates keeping the 20 per cent tax replacement credit. “That is needed by the property owners of the state and we must maintain this type of system It just isn’t right for a couple to work hard to improve their home, then pay Ross opens headquarters The Steve Ross for U.S. Congress Committee held the grand opening of the campaign headquarters on Saturday The headquarters are located at 201 N.
