By MORRINE HALF ACRE The supportive, administrators’, and bus drivers' pay schedules, effective January 1,1982. were presented before the members of the Lakeland Community School board meeting Tuesday evening. Dec 8. and a special presentation was made on behalf of the board to former FTincipal of Wawasee High School, Henry Smith. This proposal — to be submitted by the administration to the Congress in the next few weeks with a request for prompt legislative action — will modernize and reestablish the Savings Bond instrument as a viable savings vehicle “Our proposal is to establish a new rate for savings bonds held at least five years. That rate would be 85 per cent of the average return on five-year treasury securities during the holding period “For example, if you buy a Savings Bond and redeem it after five years, and if the average rate for five-year marketables during the holding period was 12.5' per cent, your bond would earn 10 6 per cent upon its redemption. “Furthermore, if you are currently holding a bond purchased under an existing fixed rate schedule, and if that bond is held another five years, it would automatically receive the new 85 per cent rate for that five-year period, if that rate is higher than the fixed rates already promised Secretary Regan pointed out that the new rates mean that bondholders can be confident that regardless how high market rates go. savings bonds will continue to offer fair return. They will be pegged to market rates when the interest rates go up but will have a guaranteed floor when the rates go dow n “This change.” Secretary Regan said, “w ill provide needed improvement for the small saver who has been loyally participating m the program, for the nonsaver who needs an incentive to start saving, and for the nation itself A high level of participation will help reduce government borrowing in the public money markets and relieve the pressure on interest rates. I am confident that the Congress will give us speedy action on this proposal so that the rate of return on savings bonds remain fair over time, and that they remain available to the millions of people who need their kind of safety and convenience ” The Secretary also pointed out that market based rates will be the only change. All other features of Savings Bonds — denominations, tax advantages, purchasing through payroll savings plans, safety, and the bond's physical appearance — remain the same

After graciously accepting the honor Smith laughed and said, ' This is the first time in 24 years I have attended a school board meeting and have not been working." Other items before the board included the approval of the transferring of previously appropriated funds between existing school programs in order to balance all accounts prior to December 31 of this year. Milford Elementary $7,100 North Webster $2,367 Other staff services, medical $3,300 Attendance Reports George Gilbert presented attendance reports of the first semester beginning September 2 and ending November 6 for all the schools in the corporation. The total attendance tally for grades one through 12 of the Lakeland schools for the first semester is 96.42 per cent. The individual attendance breakdowns show Milford Elementary slightly lower in attendance but on the junior high level attendance was higher than North Webster or Syracuse Junior Highs Gilbert also suggested the board should begin advertising for equipment for the new Milford Junior High, still uniter construction, in order that the board might start receiving bids by January 12 It is hoped that all bids will be in by February 23 in order that they might be considered. The contracts would cover needed equipment items for the school such as desks, chairs, shelving, library equipment, and more. This recommendation w as approved Preliminary Studies School Superintendant Don Arnold informed the board that preliminary studies might be made in the possibility of a three school co-op with West Noble, Lakeland and Fairfield for the special education students. The studies would establish the best location for classes, cost for transportation and the possible federal monies that might be received for such a program A 6.000 pupil base is required for such a program The studies will be presented sometime in the spring for consideration and action by the board Other Approvals Debbie P Templeton of r 1 Warsaw was granted her GED diploma, she was a student at Wawasee High School.
