Victory is near on estate tax reform, politics has too big an influence on - farm policy, and high interest rates are increasing farm indebtedness. Congressman Floyd Fithian said today in a speech to the National Corn Growers Association Speaking before a crowd of 500 com growers m Columbus. Ohio. Fithian said that they reduced U.S farm exports and decreased the farmers ability to make a profit on his crops According to Fithian, farmers across the coutnry stood 5174 billion in debt by January 1. 1981 "Farmers paid $16.2 billion in interest.during 1980 — up 25 per cent from 1979 — out of a total income of $22 billion. We can t expect farmers to be able to modernize or to buy land with these kind of interest rates." he said

Dear Editor: Last week I watched a Youth League ball game at Syracuse. After seeing the game and the events during it. I came hdme a wrote a tribute to an important member of the game of baseball. It’s called "The Umpire.” An umpire is in a position of responsibility. He must be alert at all times and always rely on his better judgment. That includes making calls on the field and also knowing enough to keep his mouth' shut when Some clown in the bleachers starts complaining. It’s not an easy job. If anything, it’s downright tough. He’s subject to criticism everywhere he looks — the players, the coaches and the fans. COFFEE BARBECUED BEEF 3-4 lb arm roast 1 cup catsup 4 cup hot water 4 cup vinegar 4 cup vegetable oil 24 T instant coffee crystals 1 tsp salt 1 tsp chili powder 1 tsp celery seed 4 tsp. black pepper 1 pinch garlic powder 4 dashes hot pepper sauce Slash fat every two inches around edge of meat to prevent curling. Place meat into plastic bag and place in shallow pan. Combine all other ingredients (marinade). Pour into bag with meat and tie bag closed. Refrigerate at least six hours or overnight. Turn meat several times during refrigeration. Remove meat from marinade and pour marinade into dish. Place meat over low coals. Spoon marinade over meat and close lid on grill (or cover meat loosely with foil). After 25 minutes, turn meat and spoon on more marinade. After 15 minutes, remove meat from grill and check for doneness. Place remaining marinade on grill and heat for five minutes. Carve meat across grain in thin slices. Use heated marinade as sauce. Nearly three billion pounds of soap are produced yearly in the United States.

Mowers aren't meant to be pulled, tilted or lifted when they're running they could overturn. 7. Stop the engine before clearing the discharge chute or removing the grass catcher bag. The Congressional budget process is confusing to many Americans. Almost every day headlines recount this new 'fight and another new challenge to President Reagan’s efforts to control federal spending and put an end to high inflation and interest rates. In the past several months, Congress has given the President several truly historic victories to stop runaway federal spending, but the fight goes on. The most recent battle has been over the rather obscure reconciliation process. Much of the public and even many members of Congress are confused about this process. Some have joked Rube Goldberg must have invented the system. Others have attacked reconciliation as a distortion of the 1974 Act. A Democratic member of the House of Representatives even went so far recently in a national newspaper to charge that the reconciliation process not only violated the intent of the Constitution and Bill of Rights, but was also an authoritarian attack that “will likely shake the fragile balance of our country’s system of The reconciliation process which was created by the Budget Act is no such thing. Prior to its adoption, total expenditures and revenues were not the product of anv forethought on the part of Congress. Instead it was the vum of many separate bills, which in the decade before 19'4 caused federal spending to more than double. While the Budget Act was designed to control federal spending, the opposite has the result.

After "Challenger.” future space shuttle plans call for launching “Discoverer” and “Atlantis.” Thwcost of launching the Columbia last April was 135,000,000. The “Columbia” traveled at 25 times the speed of sound and landed at 310 miles per hour, it was launched from Cape Kennedy with a thrust of five million pounds. The space division of Rockwell International is the prime contractor for NASA for construction integration of the space shuttle system. Many associate contractors and subcontractors work with Rockwell and provide parts and equipment used in the construction of the space shuttles. Knudsen emphasized that will need to be better trained to speak foreign languages for effective participation in an international space program. High schools and colleges need to place more emphasis on mathematics and science to prepare students for the research and developments that the space age necessitates. Since 1974 federal spending has increased from 5269 billion to an estimated 5662 billion in 1981. In those same seven years, the federal deficit totaled more than 5440 billion, and the resulting double digit inflation and interest rates have seriously damaged the American economy. The American public wants Congress to put an end to uncontrollable federal spending. They are calling on Congress to exercise discipline over the federal budget. This is not easy because under the labyrinthine budget process, many opportunities are provided to . escape spending ceilings and increase expenditures. The reconciliation process, however, is away to force Congress to discipline its spending. It is painfully clear that in the 1974 act. Congress stopped short of addressing the problem of genuine fiscal control. It created a great engine for spending, and to date the only tool that has been found to slow that engine has been reconciliaT tion. Without the'forcing of Congress to “reconcile” its spending, it will continue to increase spending for every, special interest group, regardless of what ceilings are set. W ith a new mandate from the public. President Reagan and Congress are moving toward adopting genuine controls on federal spending. In employing reconciliation. Congress has. for the first time, helped to achieve one ot the stated goals of the 19-74 Budget Act: to generate public confideifte . in congressional budget decisions.
