State Blind School offers free conference and summer program

The Indiana School for the Blind, located in Indianapolis, is offering a two-day conference to parents of the visually impaired and a summer program for the visually handicapped, all for free Parents of visually impaired preschool age children in Indiana are invited to attend the free twoday conference on the young blind child's development The conference dates are Apnl 10, 11 and 12. Conference consultants include Volunteers needed Volunteers are needed to assist the Youth Employment Council with instructing high school students in employability skills and job-seeking methods The Youth Employment Council is part of the governor s committee on youth employment pilot programs The major ’objective is to see that area youth are adequately prepared to seek gainful employment upon leaving high school Members of the business community in Kosciusko County and the surrounding areas are being actively sought by the council One prerequisite,to becoming a volunteer is being a stable, caring person who can express that to a young person and have a basic knowledge of • the work world. Work continues on the budget and other matters as the General Assembly approaches the last month of the 1981 session. The state's financial situation continues to play an important role in the consideration of bills; fiscal restraint, low tax rates, and economic development are the goals of this session The Senate passed a bill this week, which I sponsored, that would allow more people to own manufactured homes built to HUD standards H.B 1032 would give local zoning boards the authority to set aesthetic standards that homes must meet to be placed in certain areas, but prohibits zoning boards from totally prohibiting manufactured homes in their cities or towns Indiana is the number one producer of manufactured homes in the United States This state has 45 manufacturing plants for the homes, as well as 200 firms supplying building products and more than 1.500 retailers, (and developers and realtors involved in the sales and development of manufactured homes Byallowing people to buy manufactured homes we are providing a significant number of jobs and at the same helping to stimulate the economy Another bill that will affect Indiana industry is H B 1714. The bill, which passed the Senate Finance Committee this week would provide a property tax deduction of up to 95 per cent for oil shale conversion systems that use Indiana shale The bill would stimulate an industry vital to energy independence in the Untied States The bill will also generate tax dollars, in addition

Although most decay takes place in childhood and adolescence, in later life, as gums naturally recede, cavities can occur on tooth surfaces that once were below the gumlines. Research study seeks heart attack victims The University of Minnesota is seeking heart attack victims aged 28 through 64 who have had only one heart attack ever, occurring in the past five years. The question asked by the University of Mirinesota research team conducting a study of the relationship between heart disease and cholesterol is “can heart attacks be prevented by lowering cholesterol 7 ’’ Most heart trouble results from atherosclerosis or hardening of the arteries A clue to the cause of atherosclerosis may be that cholesterol, a fatty substance, is found in the diseased arteries It is. however, still uncertain whether lowering cholesterol can actually prevent heart attacks. There’s a brief lull of activity which accompanies the cutoff point for one house of the legislature to consider its own bills and begin reviewing and fine tuning bills from the other chamber. It simply takes time for committees to generate bills eligible for amending and passage on the floor and taking three full days of “recess” for committees to work is our game plan. The next deadline facing us is the 56th session day, which is the last day Senate bills can be passed by the House. The 58th day is the deadline for considering conference committee reports. Thursday, (March 26) when we * reconvene for floor activity, observers of the process will also have to become familiar with some different jargon. Here’s a brief glossary of some terms which will be used by the news media often in the remaining 14 days of the session. Concurrence Motion: When the Dr. Babcock to practice in Syracuse Dr. Stephen P Hunt, president of Comfo-Dent of Indiana. President of the Senate, and eligible so the Governor’s action. Dissent Motion: When the House of origin reject changes made in a bill by the other chamber. Conference Committee: A special committee formed to resolve differences on a bill which has passed both houses in different form. Usually, four legislators are on a conference committee, one from each party in each House, with the bills author often serving. Conferees: A word used to describe members of a conference committee. Filed Without Signature: An alternative for the Governor when he chooses not to sign a bill into law or veto it. The phrase indicates the measure has been filed with the Secretary of State to allow* it to become law, but indicates some disapproval by the Governor. Strip A Bill: To delete the entire contents of a bill and insert new subject matter. Veto: Governor’s action which keeps a bill from becoming law, unless both houses override the Governor by a constitutional majority. Constitutional Majority: 1 A majority of members elected in one House. In the House it is 51 and in the Senate, 26. SEA. HEA. Initials which appear before bill numbers which stand for “Senate Enrolled Act” and “House Enrolled Act.” The prefix means the proposal has passed both the House and Senate, and has had its final printing Emergency Clause: A phrase added to a bill to make it effective immediately after signing by the Governor, instead of on a specific future date or after copies of the new laws have been distributed to the Clerks of the Circuit Courts. Reapportionment: One of the dominant issues still pending this session Drawing new boundary lines for political representation in the House, Senate and Congress using fresh U.S. Census figures is one of the most sensitive matters before the 1981 Assembly, not only because it will impact on the political personality of Indiana for the next decade, but also because of Supreme Court guidelines which must be considered to keep one group of citizens from having more influence through government than another
