The Indiana General Assembly has now completed 23 of the 61 schedue session days A number of important bills have moved through the committee process and are now being heard on the floor of the Senate One of these bills which would create an industrial training program within the Indiana Department of Commerce passed the full Senate by a vote of 47-0 The aim of the bill is to make Indiana more competitive m attracting new industry and to make the state better able to expand existing industry The bill would enable industry to train or retrain people for specific skills so they coud keep up with changing technology The bill is part of Governor Orr’s jobs package, and would -utilize existing technical schools in its trainrng program Another bill which was passed out of committee, S B 108 would give tax credits to private business enterprises that em ployed prison inmates The legislation is designed to aid in the rehabilitation of prisoners, who would learn job skills and responsibility as part of the work force The families of inmates would also benefit, since they would receive most of the income derived from the program Some Senators question that the bill would only add to unemployment, but supporters of the bill contend that the inmates employed would soon be out erf prison and part of the job market, and tax credit aspect of the program in effect

Fithian introduces bill to ease estate tax burden
WASHINGTON, DC. - Congressman Floyd Fithian introduced legislation Wednesday to eliminate federal estate and gift taxes on all property inherited or transferred to a spouse or children. "Something must be done about unfair tax laws which force a widow to sell a family farm or small business just to pay the estate taxes,” Fithian said. “In addition, this bill recognizes once and for all the importance of a working spouse

Inc., can help LIFE, located on US 30 east of Warsaw, is a federal program which helps the low income people weatherize their homes Michael Mclntosh, president of the corporation and executive director, stated that prior to 24 months ago Kosciusko County was covered by South Bend ACTION Because of the budget allowed by the federal government ACTION found it prohibitive to provide the service needed in Kosciusko County. Mrs Mclntosh stated the Indiana Community service requested the city of Warsaw administer this project for the county, but the city was not set up to do so A not-for-profit corporation was formed to bring the service in the county. LIFE'S Function LIFE is contracted by the Indiana office of community service who in turn is contracted with the Federal Department of Energy. All funds come through the federal department of energy*, then through the Indiana office of community service The community service distributes the money to the various agencies of its kind through the state To qualify for LIFE assistance in weatherization of a home, the only qualification is to be in the low income bracket set up by the government Once the application for assistance is approved LIFE comes in and puts on weather stripping, insulates the home with cellulouse. and other ways of sealing a home to stop air leakage. LIFE has a budget of $515,368 for 1981 The company can spend $592 per home on materials needed for weatherization. When looking at the home for weatherization the company follows set guidelines The first thing taken care of is infiltration, the sealing of door, windows and other cracks, then the crews work in insulating the walls, ceilings and floors The last item.

Mrs. Mclntosh commented the response in the county has "been pretty good, it could be better The number of people who have applied is good, but there are a lot more out there who should be taking advantage of it and save fuel cost and energy. There's no cost to apply.” She also commented they do rental* property, if the renter qualifies. In explaining she said the renter must make the application and if they qualify and agreement is signed by the owner that they not raise the rent on the property because it’s nicer, they not sell the property with in two years and if they do they reimburse LIFE for the amount put into the property, along with other guidelines. Two tax items of significance got House attention last week. One of those measures passed and one failed, making it the first bill of the session to meet defeat. In 1974, Indiana led the nation by instituting the first solar energy tax deduction. Building on that reputation as -a promoter of > alternate energy sources, the House passed a bill Monday ; which should encourage the recovery of oil from Indiana oil 1 shale reserves. If the Senate and Governor also approve, the bill would expand a current law allowing a tax break | for coal gasification or liquification to include produc- . tion of an energy form having almost twice the power of Indiana coal. While there is no existing system which could qualify for the tax incentive, an Indiana company now doing a feasibilitystudy of producing oil from Indiana shale could lead to plant • construction in Clark County within two years. That facility could produce up [ to 50.000 barrels of oil a day Or. for every two tons of shale mined, a barrel of oil could be extracted Another benefit of the development could be jobs. An estimated 2.500 people could be up to work during the construction phase and up to 1.200 permanent jobs created when the plant reaches maximum production While southern Indiana is the focus of current oil shale activity, there is a narrow band of oil shale outcropping close to the surface throughout much of the state, according to the EnergyDevelopment Board This bill could help make it more

Another positive aspect of oil derived from oil shale is that the mining operation does not create environmental problems. In fact, when the land is properly reclaimed, it is often _ more productive than it was before. The second tax bill was submitted by those who want to help Hoosiers avoid the tax penalty on marriage. They met with defeat when the biJi to permit shortterm legal separation in Indiana was voted down Wednesday. 4453. There was no one who disputed that it is unfair that two-pay-check married couples must paytaxes on combined earnings and not on their separate, individual income. But there was considerable debate over the ethics of creating a loophole to avoid the tax.
