A Warsaw city policeman was inspecting businesses while driving through the shopping center when he observed an auto's taillights* disappear around a corner of the building. While pursuing the car, the officer reported the driver stopped behind Hook’s Drug Store and a young man emerged from the brush. When the youth attempted to open the car door the patrolman maneuvered his squad car in front of the car. The youth fled on foot, with Poston apprehended. City police alleged Poston and the other subject broke into the Guarantee Auto Store around 10:25 p.m. that evening. Stolen property recovered from Poston’s vehicle include three chamois, a hat, one cassette tape deck and one digial clock worth $234.94. Authorities alleged the suspects shattered a window, opened a rear store door and took shelf merchandise.

Resolution passed for HUD funds

The Milford Town Board passed a resolution to apply for a federal Housing and Urban Development (HUD) Community Development Grant at its Monday, Dec. 8, meeting. Grant consultant Bob Murphy reported he has taken pictures of homes on the east side of town and is in the process of conducting door to door surveys. The Community Development Grant is designed to upgrade neighborhoods and could involve such projects as acquisition, relocation and rehabilitation of housing, sanitary sewer lines, sidewalk and curbs and water lines. The grant application is for $1 million of which Murphy suggested SBOO,OOO be used for housing rehabilitation and $200,000 be used for new water and sewer lines. The town is hoping to be able to rehabilitate a two-block area every year for the next three years. The grant would be geared towards low to moderate income homes. Milford resident Marion Deeter felt such a grant would only benefit those persons whose property would be improved. Town Board President Jean Treesh explained the grant would help the entire neighborhood, because it would upgrade property values and the water and sewer lines would help everyone along the line. Object To New Fire Truck Fire Chief Bill Leemon presented a petition of signatures approving the purchase of a new fire truck. The town has been planning to replace the department’s 20-year-old pumper by using revenue sharing funds as a down payment for a new truck and using a loan to pay off the balance. However, fireman Ron Smith voiced his objections to purchasing a new fire truck. “That fire truck is not nearly ready to be replaced,” he stated, adding be believes it could last another 20 years. “I'm not the only one in ’ town who feels this way.” he continued. The board members expressed surprise at hearing this and Mrs. Treesh said she was unaware the entire fire department was not in •T. -
agreement on buying a new pumper. Board member Steve Miller explained the board would like to take care of the matter as soon as possible becuase the prices of fire trucks are going up at a rate of SI,OOO a month. Mrs. Treesh explained they were planning on using revenue sharing funds and a loan to purchase a new truck under the advise of the State Tax Board. The tax board had advised that, with the rate of inflation, the town would never be able to save enough money to cover the engine purchase price of a new truck without a loan. “We will have hearings on this before it goes through,” assured Miller. "We’ll take your recommendation into consideration,” Mrs. Treesh told Smith. “This is not a solid thing. I am surprised to hear this, especially from someone from the fire department.” The board thanked Smith for expressing his concern. Fritz Kilmer told the town board he had understood the town would help pay the expenses of extending the water line out to Lakeland Loving Care Center. He said he believed such a decision was made at the September 1979 town board meeting. The board reviewed the minutes of that meeting and discovered the 1979 board had said they would take the matter under consideration. However, nothing had ever been done. The board promised to look into the matter. Street and Water Superintendent Ron Conley reported the wiring on the town’s light poles used for the Christmas decorations was in poor condition. He explained the wiring for the Christmas lights had been opened wired and was at least 25 years old. He pointed out frayed and bare wires were exposed. The board voted' to hire Derry Electric in Warsaw to rewire the light poles for $540. Conley reported the company had told him it could start on the project immediately so the town could put up its Christmas lights. Milford Marshal David Hobbs submitted his monthly police report to the board. He also said he would like the board to study some ordinances in regards to dogs. The board members replied they would study any such ordinances he presented to them. “I’d also like to thank my deputies for the fine job they did while I was gone (on vacation) — Ron Conley, Rob Conley and Rich Schneider,” Hobbs commented.

Milford Population Declining Former Milford resident Doris Hartter shared a survey of commmunity needs she had been doing as a class project. She distributed 55 questionnaires to homes representing every street in Milford. Twenty-one persons responded, a 38 per cent return rate. According to Mrs. Hartter’s study, Milford has been declining in population over the years. Mrs. Treesh explained that perhaps one reason for the declining population is there is not very many places left to build. “The town is nearly filled,” she said. Mrs. Treesh said she received an unsigned card complaining about the conditions of the alley behind the post office. Although, she acknowledged the alley is in poor shape, she said she did not appreciate the author of the card not signing his or her name. She 1 felt if someone was really concerned about something they should have the courage to include his or her signature.

Conley, said before he can improve the alley he must establish the boundary lines between the alley and private property and has had trouble determining this, but said he is working on it. Mrs. Treesh expressed surprise when she read in The MailJournal recently that 1980 marks the 100th year of Milford as a chartered town. She suggested they hold an open house when the new Milford Community Building is completed to celebrate Milford’s 100th anniversary. In the board’s final action, it passed a resolution to transfer SIOO from the Memorial Day Expense Fund to the Fuel and Oil Fund, $250 from the Gravel Fund to Other Giyage and Motor Supplies Funds and S3OO from the Bituminous Material Fund to the Salt and Potash Fund. The next regular meeting of the Milford Town Board will be Monday. Jan. 12, at 7:30 p.m. in the Milford Town Hall.

Pour caramel mixture of five cups Kix cereal; mix gently. Drop mixture by spoonfuls onto waxed paper. Let stand until firm.
