After the tax levies have been determined and presented to the County Auditor not later than two days prior to the second Monday in September, and the levy fixed by the County Tax Adjustment Board, or on their failures© to do, by the County Auditor, ten or more taxpayers feeling themselves aggrieved by such levies, may appeal to the State Board of Tax Commissioners for further and final hearing thereon by filing a petition with the County Auditor on or before the fourth Monday of September or on or before the tenth day after publication by the County Auditor of tax rates charged, whichever date is later, and the State Board of Tax Com missioners will fix a date for hearing in this county.
