by the State of Indiana to help the disadvantaged this winter, according to Jean Merritt,
executive director of the Indiana Office of Community Services Administration which administers the program. The $5,578,736 allocation from the federal Community Services Administration is the first of three crisis assistance fundings anticipated this heating season. Distribution of the funds are now underway and should be completed this month. Application for this assistance should be made to CommunityAction Agencies or to Area Councils on Aging which serve the county in which applicants live. Assistance is available in all 92 Indiana counties. ACTION. Inc., in South Bend, will receive $361,881 to serve residents of Saint Joseph. Fulton, Elkhart, Marshall and Kosciusko Counties. Applications mav be made at the ACTION Office, 1820 S. Michigan Street, South Bend. Application should be made byheads of households. Eligibility is based solely on income. There are no age requirements. Those who rent their dwellings are also eligible for energy crisis assistance, provided their fuel and utilities are metered separately. If fuel and utility bills are included in rent payments, applicants may still qualify, provided they complete certain additional steps. Crisis assistance will normally be available to help pay bills related to fuel or utility bill payments. However, if a person has paid these bills and then is short of funds to buy groceries, to pay doctor’s bills, to repair broken windows and can demonstrate the need, he or she still can qualify. Payments will not be made directly to applicants. They will rather be made to those who provided the food or service. Those who qualify for S2OO assistance under the State Allowance for Energy (Project SAFE), may be eligible for an additional S2OO Energy Crisis Assistance. For those not covered by Project SAFE, a total of S4OO is available under the EnergyCrisis Assistance Program to those who meet the income guidelines and can prove need.

Wool producers reminded of deadline Wool producers are reminded that January 31 is the deadline for filing their 1979 wool receipts in order to receive incentive payments according to Phil Braman of the local Agricultural Stabilization and Conservation Service office. With the support level at $1.15 a pound for shorn wool and average prices between 80 and 85 cents a pound, it is likely that a payment will be made; however, wool receipts must be filed in order to determine if the national average price is below the support level. Payments are made on shorn wool and unshorn lambs. Braman noted. Receipts for shorn wool must show the place and date of shearing, the date of marketing, and the owner’s name. Persons owning lambs for more than 30 days can apply for incentive payments if the lambs were sold unshorn. Unshorn lambs receipts must show that the lambs were marketed unshorn during 1979. “Funds from w hich wool incentive payments are made are derived from duties collected on imported wool and mohair when it enters the U. 5..” Braman stated. Incentive payments are made only in years when the national average price falls below the support level. Wool producers also have deductions withheld from incentive payments to support national programs of wool promotion, research and management improvement.
