Tom Leonard to build Peru complex
Tom Leonard, builder and developer wel) known in the Syracuse and lakes area, is planning a SIO.B million development in the Peru, Indiana, area, according to a page 1 article in the Friday, Nov. 2, Peru Tribune. Leonard built three condominium developments in the lakes area: Bay Point with 45 units, Run-Away with over 70 units and Harborside with 48 units. He alsp had among his projects a , development in southern Michigan.

The article in the Peru newspaper was written by Tribune managing editor Perry Fulkerson and is reproduced here in its complete form: Peru could be on the verge of an economic shot in the arm: A proposed SIO.B-million development including a shopping mall, a major motel, an apartment complex, professional office building, and condominiums. Tom Leonard, a developer from Syracuse, Ind., told The Tribune this morning he plans
two projects during the next foui; years with construction to begin in the spring. “What we’re going to do will create or retain 200 future jobs for the community,” said Leonard. “The economic impact on the community — and I’m talking about through the ripple effect — will be about S3O million in the next four years. ” One development is planned on 257 acres in the area of the L-K Motel at U.S. 31 and Business 31S. The land is on both sides of Business 31S on the east side of U.S. 31. Leonard said he will build a 100unit motel with restaurant and banquet facilties for either Holiday Inn or Sheraton and that he is in negotiations with both companies. He plans a 125,000-square-foot shopping mall, adjacent to the motel, to be anchored with two major general retail stores the names of which he could not disclose. He said he has lined up some tenants. Also at the site will be a 25,000-square-foot office building and a 100-unit apartment complex, to _include both townhouses and one-level units. Excluding land costs, Leonard projects the motel will cost $2.5 million, the shopping mall $750,000, the office building $250,000, the apartment complex $1.6 million. Adjacent to the property, he expects to acquire $600,000 worth of raw land for future development. On the east side of Peru, in the vicinity of Rolling Greens, Leonard said he will build 80 units of attached and detached condominiums. The projected cost of this development, including land, is $4 million. The total land involved for the project is 334 acres. “I have signed first rights of refusal, options to purchase or contracts to purchase the properties subject to financing and various approvals.” Leonard said. He said Jack Johnson, developer of Alpine Village, and Vinal Bowyer, owner and developer of Willow Creek subdivision, are the two property sellers for the project in the L-K Motel vicinity, but he would not disclose the name of the property owner east of Peru. man of the board, and the Tom Leonard trust are the prime investors. Leonard said the overall investment will include $3 million in equity, with the balance of $7.8 million to come from mortgage financing, bond issues and/or limited partnership interests. “We also intend to request annexation of the property we’re acquiring,” Leonard said, speaking of the Business 31S development. “We want both police and fire protection. If we can’t, then we’ll create our own water extraction and distribution system.” He also said that if city water were not extended to the area, he probably would drop his annexation request. “We have been working closely with the city, the county, the state board of health, the area planning commission, the mayor’s office, the utilities service board, the Chamber of Commerce — and my prime consultants on land acquisition and when we develop.

The mayor didn’t bring me here.” Several months ago when Leonard first considered developments in Peru, he thought of constructing an amusement park with a circus theme. He has not given up on that idea but said "Right now there's a 25-per cent chance for success, a 75- per cent chance of failure.” Tom Leonard Inc. will be the general contractor for construction. He said he intends to “buy locally, hire locally, and due to the nature of the projects, we will be paying union contracts or union pay scale.” He said consulting architectural engineers for the developments are Charles Johnson of Kansas and John Foster Call of Syracuse. Project construction manager will be Paul F. Kerlin of Syracuse. Leonard, who has been in the real estate business 16 years, said he built the first condominium in Indiana and has developed condominiums at Lake Wawasee. He also said he d< i veloped South Town Mall in Fort Wayne, all the K-Mart and Wiggs stores in Fort Wayne, and is a consultant to a development in Phoenix, Ariz. At 2 this afternoon. Statements demand a reply
Dear Editor: More about the Pope’s visit to America — Rev. Fulp’s statement in the November 7th issue that said in effect, the Pope is a good guy but he is mistaken about divorce, abortion, birth control, women in the priesthood and celibacy and that many catholics don’t obey him. took me back. These irresponsible statements demand a reply lest someone lend them credibility. In the first place, neither we catholics nor the Pope sought his advice. In the second place, we are not divided in our opinion as the news media takes relish in implying and in the third place, were we divided we would place our Sets on the Pope’s opinion, not Rev. Fulp’s. It is puzzling that such drivel would come from his pen. Perhaps he is a victim of some mixed up conclusions based on what he reads just as his own article could continue to perpetrate false information. A catholic is many things but also importart is what he is not and it should be noted that there are some who call themselves catholic who have not been to Mass in yean, and have no intention of going. These nameless souls make excellent sources for opinion polls about catholics that the news media and other irresponsible parties enjoy perpetrating like gossip. For instance, there are approximately 200 catholic families in our St. Martin de Porres perish and if the Rev. Fulp can pr nt one name out of that group that believes in abortion, my words are empty. That is because we all believe exactly as the Pope so well put it: “abortion is murdering; human babies”. His view hasn’t changed nor has ours

Fulp thinks it is necessary to convince his congregation that this brutal procedure is made less offensive by some softer words, then he is not facing reality, a schizophrenic trend that is not uncommon in our society today. In the safety of his faceless anonymity he may continue to attempt convincing his congregation and the general public with further articles that go into detail about why the Pope is mistakerf on the other topics named in the first sentence above but if he talks like that to a practicing catholic face to face, he is running a risk because some of us get a little emotional about these things.
