In many states that have mandatory deposit laws, there has been a decrease in the variety of beverages and packages available to consumers and an increase in the prices of the products that are left. Retailers are concerned about the cost of deposit layouts, the inconvenience of daily handling the influx of returnables and the employment, storage and sanitation problems that are reported by-products of the law. The Jacobite movement of the 18th century has long been considered by most a romantic, but hopeless dream. Many people are finding that the forced deposit laws of the 20th century though laudable in intent could become an impossible nightmare.
•. f HEPLER TO WELLS COUNTY — Conservation Officer Carl Hepler, son of Mr. and Mrs. Carl Hepler of Syracuse, will begin his duties with the Indiana Department of Natural Resources by serving as an officer in Wells County .
Syracuse man among new conservation officers
With the addition of 27 new recruits, Indiana Conservation Officers have filled their ranks prior to the 1979 fall hunting season. The new officers, including Carl Hepler of Syracuse, have recently completed the intensive four-week conservation officer training course at the Indiana Law Enforcement Academy in Plainfield. They are also required to successfully complete the 10-week law enforcement course required of all State Police candidates. Ten of the new positions filled were created by the 1978-79 legislature to meet the increased need for conservation officers. “We are faced with a growing demand for law enforcement on state recreation lands,” says
Joseph D. Cloud, Director of the Department of Natural Resources, “because we have larger numbers of people using these properties. " Among the courses, conservation officers must take are hunter and boater education, water survival, SCUBA diving, federal and state fish and wildlife regulations and communications. Physical stamina is emphasized. “We had one recruit who set a record for the mile and one-half at the law enforcement academy,” said Charles Murphy, Superintendent of the Law Enforcement Division. “Office Paul Axton ran the mile and one-half in seven minutes and twenty-one seconds.” Two of the new conservation officers' are women. Elizabeth Boullie of Evansville will be assigned to Marion and Johnson Counties and Pam Strang of Bloomington will be assigned to the Boating and Fishery Detail on Lake Michigan. The other graduates are: Paul Axton, Wadesville; Jeff Barker, Acton; Ronald Coleman, Edinburg; Steve Delph, Wilkenson; Michael DeVillex, Tell City; Mark Farmer, Campbellsburg; Alan Fix, Attica; Robert Fox, Fort Wayne; Paul Harden, Terre Haute; Stephen Hash, Bloomfield; Carl Hepler, Syracuse; Gary Huffman, Columbus; Dean Jenkins, Terre Haute; Mark Johnston, Washington; Thomas Koester. Anderson; Dennis Koontz and Richard Moldstad, Bloomington; David Mock, Brownsburg; David Mueller, LaPorte; Anthony Runyon, Clay City; Michael Saffen, Bowling Green, Ohio; Kenneth Spence, Delphi; Jeffrey Wells, Carmel; Jay Woodlock, Fowler; and Glen Young, Attica. Anita Ball injured in California Anita Ball, daughter of Mrs. Sondra Ball of Syracuse, was injured in a motorcycle accident August 10 at San Diego, Calif. Miss Ball is serving with the United States Navy and is stationed at San Diego, Calif. She suffered broken bones, abrasions, contusions, sprains other injuries. Items taken from Syracuse home Donald Koithan, 206 East Washington Street, Syracuse, reported the theft of two-15 inch steel belted tires from his front yard. The theft was reported to the Syracuse police at 6:34 p.m., on August 8. The estimated value was SIOO. Also taken from inside the house were four to six record albums, valued at $75, some pennys and silver valued at $3.
