County girls receive BPW scholarships
Receiving scholarships, each for the second consecutive year, awarded by the Warsaw Business and Professional Women’s Club, are Pam F. Custer, Nanette L. Heagy and Janet S. Rhodes. Pam Custer, 19, is the daughter of Mr. and Mrs. Wade Mishler, Milford and a 1978 graduate of Wawasee High School. Her career objective is radiologic technologist and she will be attending the Medical College of Georgia. Nanette Heagy, 20, daughter of Mr. and Mrs. Richard C. Heagy, 1301 West Winona A' e., Warsaw. < is a 1978 graduate of Warsaw U.S. farmer benefits from foreign aid We are all aware that U. S. foreign aid programs provide food and technical assistance to developing countries. But I think few of us realize that a substantial amount of the money appropraited by Congress for these programs goes directly to American farmers, businesses and universities. > To be sure, foreign aid programs have sometimes fallen victim to the greed of overseas officials, who have fraudulently misused funds. Some of our programs have not been worthwhile. However, overall foreign aid has been successful in developing the economies of Third World nations to a point where they have been a growing market for U. S. exports. In addition, much of the benefit of foreign aid actually gomes back to the United States itself. Over the past 10 years, more than 19 billion foreign aid dollars were spent in the United States. Included in this figure is 75 per cent of the annual budget of the Agency for International Development and United Nations purchases of American goods and services. In fact, purchases of one United agency equaled twice the amount of our contribution, to that agency in 1977. In Indiana alone last year, $46 million worth of goods, services and agricultural products were acquired for our foreign assistance programs. Some $39.9 million of this amount went to Hoosier farmers and food processors. The remainder went to local businesses throughout the state, including $1.4 million to businesses located in Lafayette, Warsaw and Valparaiso. Contracts for technical services to Third World countries, which often go to American colleges and universities, accounted for an additional $4.8 million received by Indiana residents last year. Purdue received a large share of these funds. 1 These figures represent only the tip of the iceberg. Foreign assistance builds permanent, expanding markets for American ‘goods and creates new opportunities for U. S. business investment. The developing nations now account for 30 per cent of all U. S. overseas sales, and the market is growing steadily as foreign assistance increases their ability to absorb the products of American technology. For example, we annually contribute funds to the World Bank and other international funding institutions which lend money to Third World countries. These- loans have stimulated local markets for American products, resulting in an annual increase in our GNP between $1.2 and $l.B billion. This, in turn, has created between 50,000 and 100,000 new jobs for Americans. Because of our increased dependence on foreign oil, we can no longer count on automatically maintaining a favorable balance of trade. The importation of S4O billion worth of oil last year meant that more American dollars left the country than we could recover through the export of U. S. goods and services. As a result of our trade imbalance the value of the dollar abroad has declined and our inflation rate has soared. More and more we are relying on the unhealthy practice of exporting arms overseas to meet our growing trade deficit. This in turn creates instability and increases the chance of brush fire wars among small countries with big ambitions and American weapons. Foreign trade and foreign aid programs are the logical alternatives to correct our trade imbalance without increasing international instability. American know-how and products can bring prosperity to the developing nations of Africa, Asia and Latin America. With prosperity will come political stability and an increased market for American goods and investments. Many Americans see foreign aid as a waste of the taxpayers’ hard-earned dollars. I think the facts demonstrate that it is not only necessary to our national security, but beneficial to the economy of Indiana and the nation-

The club profits from their county fair projects are channeled into the educational fund, which is earmarked for gifts to young people
of the county to help with their college expenses. Members of the scholarship committee include Jeanette Bell, chairman; Miriam Ring; Reva Moore; Vena Myerly; and Shirley Hoppus. The BPW president recording and corresponding secretaries are exofficio members.
Hearing set for August 27 at North Webster A budget hearing will be held f on August 27 for all citizens of tne Town of North Webster.
