GLOBAL SHIELD 79 At the direction of General Richard H. Ellis, commander in chief. Strategic Air Command, SAC planners began last year to develop exercise Global Shield 79. The exercise is scheduled for later this year and will be the largest and most com parehens ive exercise of SAC forces in more than 20 years.
