Debate about the future of nuclear power has increased since the accident at Three Mile Island in April. Advocates and opponents of nuclear power agree on few points, but %ne common concern is the mounting accumulation of nuclear waste material Experts are voicing concern about some 75 million gallons of highly radioactive liquid nuclear wastes from military weapons programs and some 3.000 tons of spent civilian reactor fuel, which could become a safety and health hazard to millions of citizens As a member of the government operations subcommittee on energy and environment. I have investigated the nuclear waste problem in great detail. For now, these wastes are stored in various temporary sites around the country. These storage facilities are safe, but the problem begs for a long-range solution No one has yet settled on a permanent plan for dealing with the waste from civilian plants, and the energy department's proposal for handling military nuclear wastes is currently stalled by bureaucratic infighting

The eventual price tag for coping with this enormous problem runs into tens of billions of dollars. Unfortunately, the cost of waste disposal is rarely calculated by private power companies in determining the economic viability of nuclear power plants. As a result, money is seldom set aside for waste storage. Solidifying and storing military wastes now on hand may cost taxpayers as much as S2O billion. The cost of disposing of civilian wastes should be paid by utility companies; if so. that cost doubtless will be passed along to consumers through higher utility rates But I am concerned that utilities may attempt instead to shift the burden to taxpayers.
