The magazine says the government’s current rule of

thumb is to spend no more than $287,000 for each probable life saved to correct a defect. If the cost-per-life-saved goes above that figure, the magazine says, the hazard simply remains there. Most babies learn to walk between 12 and 15 months, though it is not uncommon for one to start as young as nine months or as old as a year and a half or more.
