WASHINGTON - Huge profit increases for big oil companies and rising energy costs indicate the need for an excess profits tax bn the oil industry. Congressman Floyd Fithian said today. In his weekly commentary, “Eye on Washington,” Fithian argued that further "excessive 8 price increases for oil” cannot be tolerated without some return for taxpayers. "Removing any control over oil prices without the excess profits tax would lock in a practice of economic domination by greedy oil companies at our expense, and I, for one, will do all 1 can to fight it,” Fithian said. Homestead Act to provide tax relief

By DAWN TAYLOR Along with each assessment notice (Form 11), Kosciusko County homeowners will receive the “homestead” credit exemption form. The Homestead Act is a new law passed in April by the Indiana General Assembly. The new law will provide tax relief for individuals who own or are buying a home. There are certain standards for eligibility with which the homeowners must comply. Kosciusko County Auditor Jean Northenor stated the homeowner must be living in the home which receives the relief and that no more than one acre can be counted in the credit. This area affects the farmers, only the home they live in, the garage and one acre of the land may receive the credit. She added mobile homes that are assessed as mobile homes are not eligible for the homestead credit. She explained there were mobile homes in the county that are assessed as houses. Once the homeowner receives the application for the homestead credit, he or she must take it. along with tax statement (the tax statement is an absolute must, the auditor said she will not file for the homestead act witout it) to the auditor’s office. When it has been filed in the auditor’s office it is then sent to the county assessor’s office where the form is filled out with the assessed value of the property that is to receive the credit. The assessor. Avis Gunter, will verify the form with her signature. After the verification of the assessor the application is sent back to the auditor’s office where notations are made on the permanent record cards showing that the homeowner made the filing for the credit.

Mrs. Gunter stated the new law stipulated that no part of the dwelling which is for income-gain is eligible for the homestead credit, such as: a beauty shop, craft shop, auto mechanic shop in the garage, a rented apartment that is part of the dwelling, one half of a duplex. This means the assessor must separate the income gain portion from the nonincome gain portion of the property, to assess what is actually eligible for the credit Overload Staff She stated it will produce an overload of work for her staff and they may have to hire more personnel for the job. The office has just completed a reassessment program for the entire county. "If this was next year, there would be no problem,” said the assessor. “It would have given us a year to get it on the books.” “No one in our offices is opposed to the law per se,” states Mrs. Northenor. "We are all more than willing to give a tax break." The auditor explained it is the means of administering the act which will cause the problems and possibly cost the taxpayers more money Residents buying a home on land contracts are eligible for the credit. They are eligible only if the contract states the purchaser is paying the taxes and if the contract is recorded in the office of Ruth Hoppus, county recorder Mrs. Hoppus explained it would be difficult to determine how many land contracts there are in Kosciusko County. Some of the purchasers have the contracts in safety deposit boxes or in file drawers at home The recorder stated her office may never see a land contract until it is paid in full. The recorder explained the qualifications of the land contract entitled to the Homestead Act tax credit. The purchaser in the land contract deal must have entered into the contract before March 1 and they have between now and July 1 to have it recorded in her office. She strongly stressed that the contract must be recorded in her office before the individual can even file the homestead application in the auditors office. The fee for recording the land contract is $2.50 for one page and $1 for each additional page. “We’ve had contracts that cost as much as $10.50 to record.” Mrs. Hoppus added this, however,, is not the norm. With the average tax savings of sl6 Northenor commented at this point she rather doubted the taxpayer will be saving any money. She did. however, add every homeowner should apply for the tax credit they are entitled to have.

USDA proposes new food stamp laws

State agencies that administer the federal food stamp program would be monitored more closely for.errors and mismanagement under a recent proposal by the U.S. Department of Agriculture A separate proposal directs states to use volunteers and referral systems to reach people who may be eligible for food stamps but who are not presently receiving them Monroe Woods, midwest regional administrator of the USDA's Food and Nutrition Service, said the proposed monitoring system, required under the Food and Agriculture Act of 1977. has three major parts: quality control reviews to reduce errors, management evaluation review to assure better administration and a planning and evaluation system to correct program deficiencies Under quality control, states would review statistically reliable samples of their caseloads to determine each states “cumulative allotment error rate.” This is defined as “food stamps issued to ineligible households and incorrect amounts of stamps issued to eligible households.” States whose error rate, as validated by the USDA, was less

than five per cent could receive a 10 per cent increase in federal administrative payments, from 50 per cent increase in federal administrative payments}, from 50 per cent to 60 per cent!
