Postal service to implement size standards
Size standards for envelopes, cards and other pieces of mail will become effective July 15. the Postal Service announced today, following a Salt Lake City, Utah, meeting of its board of governors. The Postal Service’s Governors also adopted a recommended seven cent surcharge for oversized the odd-shaped pieces of mail. The new size standards were recommended by the Postal Rate Commission in April. 1976 and adopted shortly after that by the Postal Service's Governors It was stipulated that they would not become effective until a(ter the spring of 1978.' giving customers at least two years to prepare for the change and exhaust their supplies of nonconforming envelopes and cards The Governors directed that both the surcharge and new minimum size standards become effective on the same date. This means that after July 15. pieces will be non mailable if they are less than 3‘ _> inches high.

five inches long, or seven thousandths (.007). of an inch thick Subject to the seven-cent surcharge will be first-class mail weighing one ounce or less and single piece third-class mail of two ounces or less that exceed any of these dimensions: 6 and one-eighth inches high; 11‘ 2 inches long, or one-quarter inch thick. Also subject to the surcharge are odd-shaped pieces within the weight units noted above. The acceptable size ratio for such pieces is: the length must be between I'3 times and 2.5 times the height. There are two basic reasons for the new standards. The surcharge on oversized and oddshaped pieces will reflect the extra costs of handling them. Because of their dimensions, they usually cannot be put through letter sorting machines. The upcoming prohibition on smaller mailing pieces and flimsy cards is based on the fact that they can
become trapped in other mail, tear and jam mail processing machinery. And, as a result, other mail can be damaged. There are some exceptions to the minimum-size prohibition. If a piece is more than one-fourth of an inch thick it does not have to measure at least 3> 2 inches high or five inches long. Thicker pieces, such as film mailers, can be mechanically culled from the “river” of letter mail moving through a post office’s facing and cancelling equipment. Also exempted — from all but the minimum thickness standard — are keys, identification cards and tags. Film cartridge envelopes, if lightweight, will be subject to the surcharge. Opening clams To open clams and oysters easily, wash them off in cold water. Then place in a plastic bag and put in the freezer for half an hour.
Dolphins helping, hunted
Two dolphins are being training to help explorers track down the legendary Lock Ness Monster this summer in Scotland. The New York Times reports that Dr. Robert Rines, who will lead a scientific expedition to Loch Ness, plans to equip the dolphins with underwater cameras and strobe lights so that they can survey the deep, murky water. Over the years, many witnesses have reported sighting a strange sea-monster-like creature in the Scottish lake. Scientific test, however, have failed to document the existence of any such creature. The Times says that the dolphins have already been trained to track down such things as large sea turtles under water.
Explaining the cost of beef
If the rising cost of meat is putting ideas in your head about raising your own cattle, forget them. An information officer for the Virginia State Department of Agriculture and Consumer Affairs has calculated the cost of buying a 500 pound calf, raising it in a garage to the standard slaughter weight, of 1,000 pounds and eating the results. Save Dolphins A group of American filmakers and musicians have begun an unusual experiment near Eki Island, off the coast of Japan, to try to save dolphins from further mass slaughters by the Japanese Fishers Japanese fishers off this tiny island have so far conducted four of five mass slaughters of dolphins in efforts to prevent the highly intelligent mammals from preying on their main fishing crop, the Bori, or Yellow Fin fish. The American group, which is headed by independent filmmaker Hardy Jones, says it will attempt two experiments to save the dolphins. In the first, a sonar divice called “Belluga Spooker" will broadcast underwater sounds similar to those made by killer

The Journal says the spring weather’s alternate thawing and freezing causes mudballs to collect on the hides of marketboundcattle. The newspaper says a steer carries as much as 20 pounds of mud to the slaughterhouse — and at today’s prices — that’s sl4 of mud per animal. Lawn mower overheats, burns The Syracuse Fire Department answered a fire call at Foo and Fayes on SR 13 at 7:02 p.m., Monday, May 6, when the lawn mower overheated and caught fire. whales to try to frighten the dolphins away. In the second experiment, a musician named Jim Nollman plans to try to lure them away from fishing waters by playing what is called “water phone.” The water phone, Nollman says, plays beautiful and interesting sounds in the water which he believes may draw the attention of dolphins away from their prey. Nollman says he will also give out “gratuitous rewards” of smaller fish to heighten the dolphins’ interest. Car fire at Hook Drugs The Syracuse Fire Department received a call at 9:37 am. Friday. May 4. when a car backfired in the carborator and caught fire. The car was parked at Hook’s Drugs in Syracuse and was owned by Mike Roberts. When the fire department arrived the entire compartment was completely engulfed in flames. Damage to the 1972 Ford Pinto was estimated at SSOO. Thursday is last day to file Thursday. May 10, is the last day for property taxpayers to file deduction statements with their county auditor for the SI,OOO old age deduction or the SI,OOO mortgage deduction for property taxes payable in 1980. The income limitations for the old age deduction had been raised by the 1978 General Assembly from $6,000 to SIO,OOO of total money income including non-taxable income such as Social Security. The assessed valuation limitation was also raised from $6,500 to $9,000. Surviving spouses of persons who were 65 or older when they died and who were themselves sixty years of age or older at the end of 1978 are also eligible to file for the old age deduction for the first time this year. Some auditors are already accepting filings for the additional 10 per cent property tax reduction on homes. Contract buyers with a recorded contract may also claim the 10 per cent property tax reduction. The deadline for filing for the 10 per cent reduction is July 1 of this year. Next year elderly citizens may for the first time file for both the SI,OOO old age deduction and the SI,OOO mortgage deduction if they are eligible. Disabled persons with less than $7,500 of taxable gross income will also be eligible to file for a $2,000 tax deduction for the first time next year.
