Wetlands key issue in township plat

An unexpected turn of events took place at last week's meeting of the Kosciusko County Area Plan Commission. A group of remonstrators asked permission for a rezoning petition in Tippecanoe Township to be tabled so all wanting to speak could be present. The petition, filed by James M. and Delores Bacheldor and Margaret M. and Robert G. Moorehead, asked to rezone 217.6 acres from an agricultural to a residential district. The land is located on the north side of CR 500 N, 1,300 feet east of Grassy Creek. Robert Primmer, who spoke on behalf of the group, said, “This is the third time to hear this case. I have been asked by many people for your' consideration for postponing it one month. Many people can’t be here.” Richard Helm, representing the petitoners, felt the case should be heard. “I think if the people object, they should be here. I don’t see the need to postpone.” The commissioners agreed with Helm. Plan To Plat Helm explained what the future use of the land will be. “The plans are at this point to return with a plat.” He added, however, “I think the purpose of this commission is to look at the rezoning and later at platting.” Helm went on to say, “We’re requesting a greater use of the land. Wetlands A major concern with the remonstrators present was the issue of wetlands. R. A: Clark commented, “Os the 217 acres, how much is considered wetlands?” Helm answered he did not know at present, but is awaiting results from a survey being done by the Department of Natural Resources. Melvin Sikes, another remonstrator, then said, “I don’t see how this commission can determine whether the land should be agricultural or residential until they get the survey.” Helm replied, “I think we’re confusing issues. I don’t expect us to come in with a plat until we have a survey .” Vic Virgil, board chairman, said, “We can rezone it. Wetlands is not an issue at this meeting.” The petition was approved. VerWiebe Petition Another petition, filed by Richard C. VerWiebe and MaryMason, also caused some heat in the commissioner’s board room. The petition asked for preliminary plat approval of a residential subdivision on a 1.37 acre tract of land in Turkey Creek Township. The land is located on the east side of Catherine Street and 3,585 feet south of CR77SE. VerWiebe commented, “We want to plat it simply in the event it’s solids three lots.” Robert Beard, remonstrator, was concerned with the channel. “If you have dockage space on both sides, it would cut off the channel. It’s a dead end channel. It was definitely filled.” VerWiebe said no restrictions

Another concern was how many families would be on each lot. The commission also approved a final plat petition for Tecumwah Valley Addition, Larry Welsh, petitioner. The addition is located in Turkey Creek Township near Papakeechie Lake. Director Dan Richards next brought matters before the board. He said there is a new bill in the Senate which would allow members of plan commissions and board of zoning appeals to receive a per diem allowance for each meeting they attend. The board gave Richards permission to write state legislators in support of the bill. Finally, Richards announced the upcoming Tri-County Seminar for Planning Officials. It will be held March 12 at the American Legion Building in Plymouth. Kosciusko, Starke and Marshall counties are involved. The next meeting of the commission is March 7.
