Dana Vehicular Group formed
Dana Corporation president, Gerald B. Mitchell, announced the formation of the Dana Vehicular Group, a fully independent organizational entity encompassing all Dana worldwide original equipment automotive component manufacturing facilities and divisions. Mitchell noted that the establishment of the Vehicular Group completes Dana's tripod structure, with all of its business now divided among three separately reporting units: Vehicular; service; industrial.

Mitchell named George D. Doresco to be president, Dana Vehicular Group. Doresco was formerly group vice president, Light Truck. He was recently elected vice chairfnan of the board of Hayes-Dana Limited, a Canadian affiliate of Dana. * To further support this restructuring, Carl H. Doresco said that the consolidation of all Dana vehicular activity into one reporting group will create greater uniformity of objectives, provide for more resource allocation, and improve asset utilization. It will, most importantly, allow smoother transfer of expertise among the vehicular group’s people in manufacturing, marketing, engineering and financial areas. Doresco indicated that the reorganization underscores Dana's commitment to the light and heavy truck industry.

Traditionally, the first week each legislative session is highlighted by the governor’s “State of the State” address to a joint meeting of the Indiana House and Senate. While Governor Bowen’s 1979 legislative “shopping list” was considerably shorter than last year’s, he did propose several public policy issues of major impact. In this first of a series of articles to be submitted during the 61-day assembly. I will comment on certain aspects on his plan. To understand the philosophy behind tax-cutting measures the governor is backing, a look to the 1979 Republican party platform is helpful. “Individuals want to — and should be able to — spend more of the wages they work so hard to earn, rather than being robbed by the tax collector before they see their paychecks,” the document states. Governor Bowen, who designed the 1973 property tax relief system, explains its success is rooted in that idea — to control the size of government “by tightly metering the flow of dollars that bloat its growth. ” During the last election, individual Republican campaigns supported the governor’s idea of removing funds from the spending stream by taking it out of the budget process where it could be bargained away for non-essential services. This week, the governor asked for the following pieces of legislation to accomplish that goal:
1. A 15 per cent credit for Indiana taxpayers on their adjusted gross income taxes. The bill seeks to reduce tax collections and requires the foundation of government spending be cut at the outset. House Republicans sought a similar tax cut in 1978. but it was defeated by Senate Democrats. 2. Revival of the 1973 portion of the property tax relief program which allowed renters a special credit, to parallel the credit property owners have enjoyed for the last eight years. 3. Enactment of a new 20 per cent homestead deduction to offset the effects of reassessment for residential property owners. For those who have already received notice of the new assessed valuation of their homes, this measure, if approved, would cushion the impact of inflated values. 4. New controls on civil taxing units, to keep local spending at a responsible level. 5. Stepping up aid from Indiana’s property tax relief fund from 20 per cent to 22 per cent. In effect, this would increase the state-paid share of property tax bills. Further, Governor Bowen advocated a plan to provide a S4O monthly credit to eligible Older Hoosiers during the five heating season months of November through March. This plan is also a follow-up on his campaign commitment to help the elderly on fixed incomes pay home utility bills. Under the legislation, local electric utility customer service offices would help applicants sign up for the program and complete required forms. Energy availability and supply is an area the General Assembly has studied in-depth over the last several interims. While it has become clear to us the state cannot play a dominant role in influencing supply and demand, we can. and should, take the initiative to counter the costs of energy upon households headed by persons age 65 and over. In 1978, we enacted a Republican bill to give $25 a person tax credit for sales taxes paid on utilities, by Older Hoosiers. This new plan would expand upon the public policy choice made last year. While the Governor did not address his well-known positions on education, transportation, or certain other topics important to this Assembly, the tax and economy-related concerns he did discuss are those which will be the base of Republican efforts in the next few months.
