Special report — Bhutto's Watergate-like manipulation of civil services

This up-date of events concerning the rigging of the 1977 elections in Pakistan by Z A Bhutto comes to our desk, along with the documented voluminous bound "White Paper" of evidence. with particular interest inasmuch as we visited this ravaged country in February of this year with a group of American journalists and had a live television press conference with General Zia-UI-Haq. Area police assist in high speed chase
Syracuse and North Webster police officers assisted in a high speed chase last Friday involving two North Manchester youths, both 15 years of age. at speeds of over 100 miles per hour. The juveniles were transported to Wabash County to face charges of auto theft and other thefts after being taken into custody in a stolen car from North Manchester, Found in the vehicle were three CB’s and an eighttrack tape player. A county officer reported turning on his red light on the auto around 4:15 Friday morning at North Webster. The auto then sped off at a high rate of speed.

Apparently thinking there was a roadblock when seeing the red flashing lights ahead, of an ambulance on call, the youths pulled along side the roadway near South Shore Golf Club at Syracuse and fled on foot. The two were booked at the county jail for fleeing a police officer. The car sustained minor damage when it rolled into a fence as the two fled from the vehicle. The North Manchester vehicle was stolen around 2 a m. and the North Webster-Syracuse pursuit and apprehension ended around 4:30a.m.
government was taken over by a military caretaker regime in July of 1977 he left behind some 342 documents, which describe with an astonishing relish the manipulations planned and carried out to achieve a victory in the elections. Perhaps the most sordid and revolting part of the story is the manner in which government officials were intimidated into serving as the puppets of his People's Party. Not long after assuming power in December 1971, Bhutto had sacked no less than 5,500 officials on different charges. The idea was to create jobs for persons who had served him or his party. The constitutional guarantees for security of services were then withdrawn. And to top it all, powers were assumed by him to fire any senior civil servant without assigning a reason. With a single stroke of the pen, he dispensed with the century-old method of recruitment through the Public Service Commission on the basis of qualifications and merit tested in an open-to-all competitive examination. He introduced the ‘lateral entry’,’ system, which was meant essentially to reward those who had served him er his Party in any way. Literally thousands of those worthies were inducted intoxthe government machinery, from the lowest to the highest level. The same techniques of meddling in the official appointees are to be found in the preparations made by Mr. Bhutto and his associates for the 1977 elections. This is evident from a document about the elections submitted to him by his Special Secretary as early as May 1976. The report

said, “The Provinces are already busy making lists of officials who will be engaged as Polling and Presiding Officers on the day of elections. The work of weeding out undesirable and independent officials shall be completed by the first week of August in each Province.” A notation on this report in Mr. Bhutto’s own handwriting, observed that the process of weeding out should be completed “latest by September ’ - some seven months before the elections The two key officials in the elections hierarchy of the Pakistan Government are the Deputy Commissioner and the Superintendent of Police in each district. Between February and June, 1976, as many as 42 Deputy Commissioners and 53 Superintendents of Police were shifted from their posts. As for political workers at the lower levels, Bhutto himself sent out a letter in May 1976 to the Chief Ministers of the Provinces, asking them to suggest names of suitable persons to be appointed to such posts. He demanded that the lists of names be sent to him within one week, as “delay would jeopardize the whole scheme.” Hundreds of new officers were thus recruited and as many were removed from service, on the personal directive of Bhutto: "Get rid of the bad ones and replace them by reliable ones.’’ The White Paper gives photo-copies of the lists of officials, with these orders in the margin. At the top of the government machinery in Pakistan was the Prime Minister’s Secretariat, comprising some very

These values as well as good color and condition are found in ripe but not over-ripe fruit. To preserve these values the fruit may be stored as long as five to six days if stored in light — not sunlight - unwrapped, at between 65 degrees and 75 degrees and upside down. Consumers will find it best to make use of only vine-ripened fruit and to store at once in the refrigerator. Also to assure maximum food value prepare tomatoes just before serving. Fruit of mature size but still green in color may be ripened on a windowsill but will lack the flavor and some of the nutritive value of its vine-ripened counterpart. Because of their many uses tomatoes are one food that many consumers preserve through home canning. Because tomatoes are a high acid food they can safely be canned in a water bath canner. Water bath canning is canning in any big metal container that is deep enough so that

Motorists urged to use caution as schools open
Many Indiana schools will begin their fall sessions soon, and Indiana State Police Superintendent John T. Shettle issued a reminder to all motorists to exereixe extreme caution while driving in school areas. Shettle pointed out that someplace in this nation the first day of school results in tragedy because of children being killed or injured while en route to school. Many of these victims are small children whose thoughts are directed toward the pleasures that lie in store for them and they have little time for thoughts of safety. It is. therefore, the responsibility of the motorists to drive in such a manner as to be prepared for the unexpected. Supt. Shettle urges all drivers to drive at slower speeds through school zones, watch for instructions from crossing guards and be prepared for an emergency stop should a child dash into the street.

The rack is so jars will not touch each other or fall against the sides during processing Recently many consumers have become concerned about the canning of low acid varieties of tomatoes. There are only four out of 58 varieties of tomatoes that were tested that are lowenough in acid to be hazardous to home canners. These are: Garden. State, Ace, Ace 55VF and Big Girl. Though canning is not recommended, if these varieties are canned, add citric acid to each jar of tomato juice. Add N teaspoon to quarts and one-eighth teaspoon to pints. Vinegar and lemon juice are not strong enough forms of acid to increase the acidity of tomatoes effectively. To insure safe tomatoes always follow the directions and use ripe tomatoes. For a copy of the U.S.DA. Booklet on Home Canning of Fruits and Vegetables, number eight, stop by your Cooperative Extension Service.

senior civil servants. All of them were assigned to “election management”, under the personal supervision of Mr. Bhutto. Anyone found not toeing the line was retired, removed, or dismissed from service, no matter how meritorious his performance had been in the past. Even the Election Commission, a statutorily independent body, was coerced into servitude at Bhutto’s will, and the harrassment experienced by the chairman and secretary of the Commission are reflected in the documents included in the White Paper. The Commission was thus intimidated into delimiting voting constituencies that would be favorable to Bhutto's Party candidates. It has also been established that official funds were diverted to the Party in power for election purposes: a donation of $2 million from a foreign head of state was added to the Party funds in that country. No wonder the people in Pakistan rose in revolt Their demonstrations gathered such momentum that nothing could save the government from falling With all the evidence available in the record. Mr. Bhutto could not afford to bow out gracefully. He had to be deposed The machinery set up by his regime is only now being painstakingly (Jeansed and rehabilitated by the present government of Pakistan. It is a poor, developing country, but it is placed in a highly sensitive area between the Middle East and South Asia
He added that motorists should also be aware that once school starts statewide there will be 9,046 school buses on the road each day transporting children to both rural and metropolitan schools Last year there were 635 school bus accidents and 91 children injured. Milford, wasv booked in the Kosciusko County jail on a charge of illegal possession of a controlled substance (marijuana), Friday afternoon, Aug. 25. He was taken to the cell area to be searched when police noticed a piece of tape attached to his body. Dove was asked to remove the tape, by County Police Detective Sergeant Stanley Holderman. which apparently revealed a plastic bag containing 12.9 grams of marijuana. He was held on SI,OOO bond Dove was jailed for the week end as part of a sentence to serve 24 week ends in the county jail.

bus drivers are highly qualified and cautious drivers, but they cannot control the action of the other drivers. Supt Shettle reminded drivers they are required to stop when approaching a bus with flashing red lights and the stop arm is extended. 1 This, of course, indicates that the bus is loading or unloading children and they may be crossing the road in front of the bus. The only exception to this law requiring a stop is for approaching traffic that is separated from the approaching traffic by a road divider of 20 feet or more in width Shettle ended his remarks with the urging to all motorists to exercise extreme caution, display courtesy and common sense, and drive in such a manner as if the child you are approaching is your own.
