Area plan commission back in Syracuse on Mondays
A representative from the Kosciusko County Area Plan Commission is now back in Syracuse on Monday mornings to issue building permits and deal with other zoning matters. This announcement came with several others at last Wednesday’s meeting of the commission. Either Dan Richards, director, or Cinda Overmyer will be at the Syracuse Town Hall from 9 a.m. until noon on Monday. Public hearing dates for the Turkey Creek rezoning project will be announced soon. One meeting will probably be held in Syracuse with another one in Warsaw either in late August or early «September. When the township joined the area commission last August, there were some differences in the Syracuse and county zoning ordinances. A working committee of Richards. Overmyer. Mrs. Betty Dust and Gene Hall have been working on making the two ordinances conform The meetings will be held at night so Turkey Creek residents can learn how the new ordinance will affect them. In other business, a petition for a preliminary plat for a residential subdivision located on the north side of SR 8, 610 feet east of SR 13A, in Turkey Creek Township was approved The division, located on a 19.92 acre tract of land, is owned by Larry Welsh. The plat was originally heard at the commission’s July meeting, but was continued when it was discovered some changes needed to be made. Welsh told the commission he was aware of the changes and had told his surveyor who said he would be present and was not. The changes involved leaving a 25-foot set back from the ditch and the topographical map. After the commissions technical committee reviewed the plat again, it was reported it now has a 75 foot set back and the site looks good. Vic Virgil, chairman, com-
mented, “We walked that thing and he did exactly what we told him to do.” There were no remonstrators present. Another matter, which had been brought before the commission last month was approved. It was for a rezoning of 42 acres of land from agricultural to residential. The acreage is located on the south and east sides of South Barbee Drive near SR 13 in Tippecanoe Township. The matter had been continued because the adjacent property owners had not been notified. Al Montgomery was present along with Larry Staley, adjacent property owner. Montgomery told the commission the land had not been platted as yet. The main concern, he said, would be the run-off. At the present time, there are two dry dams on the property. Staley, who was not a remonstrator. said “You’re going to increase the flow of water You’re going to have some engineering problems. All these things can be designed around with proper engineering ” Montgbmery commented. “The only thing we could promise to do is not make it any worse than it is and possibly improve it.” Richards said this problem should be brought before the technical committee now before the area is platted. He said. “Usually the technical committee only gives its recommendations after the land has been platted for a subdivision Now’ would be a good time to look over the drainage question before spending money for a surveyor. " Montgomery, with the help of Staley, will look into the matter. A vacation, involving public right-of-ways, in the Quaker Haven Park. Dewart Lake,

Turkey Creek Township, was continued. The petitioner. Leon M. Vint,’needs to make some amendments before the matter •can be heard Controversy Over Airport A heated controversy’ involving land owned by Robert and Isa Smith on the north side of CR 250 N, one-half mile east of SR 15 in Plain Township was heard The located next to Warsaw Airport which has a plan for it in the future The Smiths want to rezone the land from agricultural to light industry in the hopes of selling it. But. since the airport has a threephase plan involving purchasing all the land in the area, they would have the right to take it over at any time Mrs. Smith said. ”1 can’t understand why they can do this ” Since the airport's plan had been in existence when the com mission was formed, it has to abide by it Mrs. Dust commented she would like to have the airport and aviation board make an option on the land now, so the Smith's won't be losing out on any money The petition was tabled so. the airport can check this possibilty out Finally, the commission heard a report from Scott Miller, president of Burkhart Advertising involving the placing ot county signs. He said the county was going against the state law by placing its signs on agricultural land instead oHhat which is zoned commercial or industrial Richards said the commission needs to work on its sign ordinance. A working committee will be i formed to look into the matter
