By SUSAN BENNETT Milford has.a new director. Silas Howard has recently been appointed civil defense director for the community. In case of an emergency or disaster, it will be Howard who will chart the safest course for the citizenry. Howard heard there was a need for someone to serve as CD director in Milford and told town board member James Brooks he would offer to fill that gap. The community has not had a director for a number of years. Last Wednesday night, he attended his first defense meeting and got a feel for the job. Primarily it entails preparations for tornados, blizzardsand other emergencies. All preparations will be coordinated with county civil defense director, Sonja Creighton. He has a medical background, having served as a medic stateside in the Korean conflict. Howard served two years in the Army directly after high school. And as far as emergency equipment goes, he is the owner of a CB radio used primarily for emergencies. Howard is a native of Gunlock, Ky., which he describes as a place 40 miles in the countryside in the southeastern part of the state. He moved to Silver Lake when his father, a farmer, brought the family to that Kosciusko County community. After his military stint, he began work on a math major at Purdue, with math and science being his two favorite subjects. But later, he attended Manchester College, where he finished a bachelor's degree in science. Teaching science brought him to Milford. "We liked the community and just stayed," Howard says some 19 years later. When the "Sputnik scare" was on in this country, and a program was launched to beef up the science programs on the secondary level,

the National Science Foundation offered grants to science instructors who wished to further their education. Howard was one of the lucky ones, he guesses, and obtained master's from both Texas A and M and Notre Dame through the grants. He currently teaches physics at Warsaw Community High School, a subject he has taught for five years.
