Dear Congressman Fithian: I liquidated my business during January and February. Earlier this month 1 went to file for Social Security benefits to start in April. I thought I was entitled to $399.40 per month.*• as the rate card stated. All the woman in the Social Security office would tell me was that I hadn’t filled out the proper form and that she had to know my income for the first three months of 1977. 1 tried to explain, but to no avail. Needless to say. 1 didn't get my $399.40 — or even 39 cents. Can you explain the situation to me? C. 8.. Lake County

B ; Social Security recipients between 65 and 70 are subject to an income limitation of $3,000 per year If you earned more than that, your retirement benefits will be reduced one dollar for every two dollars earned. I might add that I am co-sponsoring legislation that would raise that limit to SIO,OOO per year. = Self-employed individuals must file an annual income report in order to receive retirement benefits. In addition, if you want to collect payments for 1977. you must provide the Social Security district office with evidence of the disposition of

Floyd Fithian Your Congressman Dear Mr. Fithian: Our company is being forced to pay skyrocketing premiums for product liability insurance, which covers the cost of claims arising from mishaps involving our products. This year’s premiums for our package policy, which includes product liability, will cost more than six times what they did in 1975, despite the fact that we have not had any significant losses during that period, and our products are not all that dangerous. If this rate of increase continues. many businesses will be forced to shut down because they cannot absorb the costs or do not want to pass 4hem on to the consumer. A big problem is taking shape. What can be done about it? J. C.. Porter County Dear. J. C.: 1 am certainly sympathetic to the hardships this problem is creating for the business world, which already has enough troubles The number of business bankruptcies, for example, has more then doubled — from 15,000 to 31.000 — since 1969 1 am looking into legislation that would alleviate the problem of high product liability premiums. Two bills on this matter have been introduced in the senate. However. Dear Mr. Fithian: 1 recently read an editorial on federal regionalism, and I find the subject very confusing. What is the purpose of dividing the United States into 10 regions? Is this merely away of decentralizing the federal bureaucracy so it can reach its tentacles further into the lives of the citizens? P. D„ Tippecanoe County Dear P. D.: There are many misconceptions about federal regionalism. Let me assure you that it in no way erodes the power or jurisdiction of state and local governments. Federal regionalism was established by Executive Order in 1969. This policy dictates that all federal agencies within a region shall be located in the same city. This cuts down on time and expenses for, say, a local official who needs to talk to the heads of various agencies regarding grants for his city. In Indiana's case, the regional headquarters is in Chicago. A federal regional council there made up of ranking officers from each agency helps coordinate activities. Your concern with the vast power of the bureaucratic agencies is certainly a valid one I am co-sponsoring legislation that would make these agencies more responsive by making their rules and regulations subject to Congressional veto. 1 hope this eliminates some of your confusion. Early Milford newspaper discovered!
Mrs. Jim Stork, r 1 Milford, brought The MailJournal a copy of the forerunner of The Milford Mail, The Milford Times, published Saturday, April 16, 1887. A Warsaw antique dealer had it previously. The publication was edited and produced by J. A. Wertz, with business agents Oliver Cromwell, Syracuse; L. C. Zimmerman and D. B. Bollen, Leesburg; Max G. Phillips, Warsaw; John H. Snyder, Goshen; Howard L. Weane, New Paris; and Miss Sadie Geyer, Gravelton. This particular edition is issue 50 of volume, one, and in its less than one year of publication, had about 200 subscribers. Copies sold for two cents per copy, or $1.25 for one year, 65 cents for six months and 35 cents for three months. Columns from the reporters contained local news of people, places, things and plugs for advertisements appearing elsewhere in the issue. The Weekly Budget of Home, contained local items much like The Column does today. Among the items are reports of a drunken band of tramps camped putside the town who are a bad lot, marshal Archer had the streets swept. Other items are: The Odd Fellows have moved their lodge to the room formerly occupied by The Time office. And "George Rhoads is making preparations to add a bathroom to his barber shop something which will be appreciated by our citizens." Oil and gas were making news then. The editor said "Natural gas will do for Indiana what the gold mines did for California." He saw the development from an agricultural state into a manufacturing one after the discovery of these two energy sources. Wertz said it is his purpose to raise $3,000 to bore for gas in Milford and incorporate. And he goes on to relate the uses of the gas and benefits related to the town from its discovery. The front page then contained several ads from area businesses dealing in tobacco, undertaking, harness repair and hair dressing. Much of the advertising was for tonics and remedies for ailments, which filled half of an inside page. These remedies seemed to be good for a number of

symptoms. "Hood's Sarsaparilla is a peculiar medicine. It is carefully prepared from Sarsaparilla, Dandelion, Mandrake, Dock, Pipsissewa, Juniper Berries and other well-known and valuable vegetable remedies, by a peculiar combination, proportion and process giving to Hood's Sarsaparilla peculiar curative powers. 100 doses one dollar." Another remedy, sold by medicine men at performances was advertised: "Wizard Oil Concerts have been enjoyed by the citizens of nearly every town and city in the U. S. and thousands of people can testify to the wonderful healing power of Hamlin's Wizard Oil." The ad eleborates on all the ailments, saying the elixer not only relieves pain but cures also. Features inside provided entertainment, in the form of a short story from Harper's Weekly, called Maria's Legacy . . . How it finally made her husband a lover. And courting hints were given such as: "Select the girl. Agree with the girl's father in politics and the mother in religion. If you have a rival keep an eye on him. Don't put too much sweet stuff on paper ... Go home at a reasonable hour in the evening. Don't wait until the girl has to throw her whole soul into a yawn that she can't cover with both hands." The hints end by saying, "Don't be a chump." Even in that day, mistakes were made In reporting. "It was Wm. J. and not J. W. Orn as mentioned in a late number of the Times who purchased Dr. I. J. Becknell's interest in the South Main meat market. Mr. Orn expects to move to town some time this summer." Other Milford news reported corporation elections will be held May 2. "Trot out your candidates." Rev. C. H. Murray was to preach his initiatory sermon at the M. E. Church on Sunday. Syracuse news was that John Stetler was building a residence on his property on Main Street. Miss Dora*Anna Kitson, daughter of Issac Kitson, died at 21 years suddenly and N. Crow was contemplating repairs to the old mill.
