continue to rise, their property tax payments climb and the high cost of living gives them no relief. ] During the past few weeks I have conducted a series of Special forums for senior citizens jn several communities

throughout the 2nd District. As we talked about their problems, I learned a great deal that will be valuable to me as I attempt to help older Americans through legislation in the congress in the next few months. As a result of these forums. I have decided to co-sponsor the senior citizens property tax relief act. This provides for a tax credit against property taxes or against® a percentage of the rental bill for elderly homeowners and renters. The bill is designed to be of greatest benefit to low-income senior citizens. About 75 per cent ot persons over the age of 65 own their own homes As a result of high property taxes, many of them have been forced to sell their homes and move into apartments But the elderly who live in apartments indirectly pay property tax. too. which has been estimated to be up to 30 per cent of their total outlay in rent. This bill should provide some equity in tax laws for older Americans who have worked hard for many years, only to see their security evaporate through unfair tax structures Another problem for senior citizens surfaces about this time every year, as many older Americans overpay their taxes Tax forms have grown so complex in recent years that a large , number of the elderly are simply overw helmed by the tax laws and tax form Last year. I joined in support of legislation which would simplify the tax return forms, and I'm hopeful that this legislation will "become law sometime soon Many older taxpayers are simply unaware of helpful deductions which can save them precious dollars- These provisions of the tax law should be made more readily available and understandable for senior citizens Clearly, tax laws need to be changed to help senior citizens Assistance can come in a couple of other areas too: — Utility rate structures must be modified to protect individuals on fixed income, such as senior citizens — Laws should be changed to eliminate the provision which places a $2,500 ceiling on earnings for Social Security recipients I have introduced a
