High utility rates continue to plague Indiana homeowners Last week I co-sponsored a bill which could lower utility rates for millions of Americans. This bill is called the electric utility rate reform and regulators’ improvement act. Behind that complicated title is a simple effort: to make utility rates more reasonable for the average homeowner. Essentially, the bill would require electric utility companies to design rates which are fair to consumers and'which reward energy conservation. Homeowners can’t shop around for the electricity they buy — ordinary free market forces of competition just don't work when only one utility serves an area. So some steps must be taken to protect citizens from high utility rates and unfair practices by utilitycompanies This legislation incorporates some important provisions of several other bills. In addition to prohibiting promotional and discriminatory electricity rate structures, the utility reform legislation: > — Requires that utility stockholders. rather than consumers, pay for promotional, political or institutional utility advertising; — Assures that a minimum
Pesticide certification training session is set
The Kosciusko county extension office will conduct a pesticide certification training session for farmers on Thursday, April 8, at the Atwood Community Center. The school will begin at 9:30 a.m., will continue until approximately 3 p.m. and will be taught by extension agents Jerry Manges and Vic Virgil. The purpose of the session is to provide farmers an opportunity Jo become certified as private pesticide applicators in order Thefts reported on Friday night Two thefts were reported to Syracuse police Friday evening, the first at 6:35 p.m. by Carry Hiner, 207 West Washington, Syracuse. A Grant heavy duty marine battery valued at $55 was taken from the Hiner bass boat stored in the back yard. Meredith Plikerd, r 1 Syracuse, told officers he parked his car in back of Klink’s and a CB antenna was missing from the trunk lid of his car when returning to his vehicle at 8:10 p.m. Value of the antenna was set at $lO.

amount of electricity will be available to residential customers at a basic “lifeline” rate; — Limits the use of automatic adjustment clauses, by which utility rates can skyrocket almost overnight and requires an annual audit of these raises; —' Requires state regulatory commissions to institute costeffective techniques to reduce peak electricity loads, thereby reducing the need for costly new power plants; and — Limits utility companies from including construction costs on work in progress in determining rates, since this would force consumers to pay twice for the power they receive. Homeowners in northern Indiana recently paid probably their highest utility rates ever. Unless some legislation of this nature is enacted, it’s doubtful that we’ll ever see a drop in the amount we are forced to pay for the electricity we use. Hearings on this bill will begin soon I’m hopeful that congress — which has moved all too slowly on important energy legislation so far — will make an effort to quickly provide much-needed relief from high utility bills for average citizens across the country.

The training will include how to identify common pests, pest control and pesticide application equipment, calibrating pesticide equipment and pesticide laws and regulations. Farmers attending will be given a test at the end of the session which will be forwarded to the state chemist’s office for grading. Those passing the test will be issued a certificate good for a three year period beginning in October 1977 which entitles them to purchase and apply restricted pesticides on their farm There is a charge for training.
