$ 250 million goal met by Breeder Reactor Corp.
The Breeder Reactor Corporation, the national organization of electric-power systems supporting the Clinch River Breeder Reactor Project, has passed its goal of raising $250 million to support the Nation's first large-scale <350-400 Mw) demonstration breeder nuclear power plant. According to Thomas G. Ayers, BRC board chairman and president of Commonwealth Edison, the actual total is newsome $253.8 million. The total reflects 387 individual contribution agreements covering participation by more than 700 public, private, cooperative, and municipal electric systems across the country. mitment ever in terms of both dollars and number of systems supporting a single energy research-and-development project.” The purpose of the Clinch River project is to demonstrate the commercial feasibility and environmental advantages of the fast breeder reactor concept on an electric utility system (the Tennessee Valley Authority). A fast breeder reactor is a nuclear power plant that produces power and “breeds” new fuel at the same time. Nonfissionable but abundant uranium 238 is converted into useful nuclear fuel — plutonium 239 — at a rate faster than other fissionable material is consumed. The demonstration plant will be built on TVA’s 1,360-acre □inch River site in Oak Ridge,
Tenn. Construction is targeted to begin in 1975 and be completed by 1981. The electricity produced will be fed into the TVA system. • Based on the preliminary design, the project — including supporting research and development and the first five years of operation after construction — will cost approximately $1 billion. Approximately 1.200-1,500 will be employed during the peak of construction. A permanent staff of 110 will operate the plant. “The fast breeder will lead to important economic and environmental benefits." Mr. Ayers said. “It will extend the contribution of nuclear power as an electrical energy resource from decades to centuries, while also reducing the drain of both our uranium and fossil fuel resources.” In terms of environmental protection, the breeder's higher operating temperatures and steam pressures will result in lower thermal discharges. As with all nuclear plants, the
breeder will not add combustion products to the atmosphere. The demonstration plant is the key to the successful transition from the US Atomic Energy Commission's 25-year technology development to large-scale utilization of the LMFBR reactor concept. It will be the focal point where, for the first time, individual plant components developed in previous AEC research and development projects will be assembled and operated as an integrated unit in a large-scale power [riant. Assumptions regarding economic operation, reliability, safety, and environmental impact will be tested on-line within a utility system. The resulting information will be available to both government and industry for further LMFBR development and use. Two new corporations — the Breeder Reactor Corporation (BRC) and Project Management Corporation (PMC) — were created in 1972 to oversee the project. BRC represents the
