Propose redevelopment plan for uptown Syracuse
John Call, Syracuse architect, unveiled a plan for redevelopment of the uptown Syracuse business and residential community at the Syracuse-Wawasee chamber of commerce meeting last Thursday noon The plan, if implemented, would change the face of the uptown area almost completely. A Mall With Cars The uptown, area would be changed into a mall, but cars would be allowed in the uptown area. There would be no diagonal parking on Main street, and trees would grace the uptown area. The mall type redevelopment would extend from the business block to the city pier on the east, and west practically to Turkey Creek There would be turn-arounds on the east and west of the redeveloped area. Mr. Call, in showing a preliminary plan he has developed to chamber of commerce members, said, ’ This plan has a lot of problems, not the least of which is knowing where the money is coming from to implement the overall plan.” While admitting to the problems involved, Mr. Call's plan is the first breath of fresh thinking to come along in some time in overall planning for the uptown Syracuse area Mr Call was the architect for the new Pickwick Place, but quickly admits planning should go beyond on building such as the Pickwick Place Voted Funds The chamber of commerce.

whose treasury report showed a bank balance of $2,837 83 as of August 1, voted to underwrite expenses involved in developing plans for uptown redevelopment. Mr Call said, surprisingly, there are 535 parking spaces within 150 yards of the uptown stop light. Member Chet Elder reported to the chamber on chamber highway signs, stating space is
available on the signs for service clubs to attach their emblematic signs, and that they could do so at no charge. Ted Rogers reported on the flotilla, of which he was chairman. He said there were 39 entries He said the flotilla was "in the black.” with even the dance showing a $l5O profit, and that the yacht race had 75 entries. Rogers said his only disappointment was that there were no industrial entries. Rogers said there would be a re-organization meeting in the fall, and at that time steps would be taken for next year’s flotilla. Support Dan Anderson Good words were heard for conservation officer Dan Anderson. a Tippecanoe township resident, as a possible replacement for the late Earl Money as local officer. Members praised the work of Mr. Money in all phases of conservation and said he had the ecology of the area lakes at heart in his work. The Wawasee and Syracuse lake properly owners' association*had previously voted Plain township has .045 levy The proposed levy for Plain township for 1975 has been set at 045 by trustee Donald J. The levy calls for a two cent rate in the township fund, a one cent rate in the fire fighting fund and .015 in the recreation fund The township fund will raise $2,116 with the fire fighting fund raising $952 and the recreation levy raising $1,587 The total levy will raise $4,655 The current levy, including the poor relief levy of one cent is seven cents Os this amount 025 is in the township fund, two cents in the fire fighting fund and 015 in the recreation fund

Why assault, not rape?
Dear Editor: I can understand a resort area newspaper being reluctant to print unpleasant news. However, when that reluctance takes precedence over the public welfare, it is unconscionable. On Wednesday, July 31, the Fort Wayne News-Sentinel ran a story under the headline “Police Warn Lake Towns About Rapist”. The story, which ran about seven column inches, quoted the Syracuse police chief concerning two rapes and one attempted rape that had occurred in Syracuse in a three to four week period. The story went on to compare the Syracuse incidents with a similar incident in Warsaw. On that same date in The MailJournal, the story appeared ixider the headline “Syracuse Residents to be On Alert”. The headline was about one-third the size that appeared in Fort Wayne and the story ran less than two column inches. It was buried at the bottom of page three and the only reference to the incidents was “numerous breaking and entering, plus assaults”. Rape was not mentioned. The action I would take to protect my family would be substantially different for each of these two stories. I can see no explanation for the way The Mail-
Journal handled the story except irresponsibility. Norman B. Stevenson ’ (EDITOR'S NOTE — Syracuse chief of police Dale Sparklin has said two rapes have been reported at Syracuse this past month, both remain under investigation at this time, however no polygraphs or doctor’s exams have been given to date to fully substantiate the reports. A state police officer confirms our report last week of the word "assault” on numerous break-ins in the area to be correct at this point. As further information and details become available, whether unpleasant or not, we shall print the information. We, too, along with the local police department, advise residents to keep doors and windows of homes secured and to report any unusual circumstances or conditions in the area.) Four juveniles jailed at Warsaw Four juveniles from the county, three from Warsaw and one from Milford, were jailed at the county jail in Warsaw over the week end on separate charges of illegal consumption of alcoholic beverages.
Leesburg sets 1975 budget Members of the Leesburg town board and clerk-treasurer Esta L. Yocum have set the town’s 1975 budget with levies of $1.04. The board will meet August 26 to give final approval to the proposed budget. The total gives 64 cents to the general fund to raise $4,745.60 and 40 cents to the street fund to raise $2,966. The total levy will raise $7,711.60 for 1975. A legal notice giving full details on the budget appears elsewhere in the paper.

Seward Twp. has 15 cent proposed levy Seward township trustee Robert Huffman and his advisory board have set a proposed levy of 15 cents for the township. The township levy is six cents and will raise $2,743 with the fire fighting levy being nine cents to raise $4,115. The current tax rate in the township is 30 cents and includes three cents in the township fund, one cent in poor relief, 10 cents for fire fighting, one cent for recreation. 10 cents for cumulative fire equipment and five cents for library expenses.
