Phares. 44, Assistant Chief of Police at Shelbyville has been named the winner of the 1974 Lewis-Schmidt “Law Officer of the Year" award by the Indiana American Legion. Os the 1974 winner, his superior, Robert E. Williams, Chief of Shelbyville Police says: “I have looked up to him for several years as an example of the kind of police officer 1 want to be. He is conscientious about his job and sincere in his efforts to make Shelbyville a safe and lawabiding city.’* Praise by Williams was but one of more than a dozen letters of recommendation which accompanied the entry. Judges, teachers, postal authorities, legislators, merchants and plain citizens joined in their lavish praise of the officer. He has served as chairman of the highly successful fishing Rodeo for the youth of the Shelbyville area and has attended every school available for police officers during his 194 years on the force. He takes time to conduct young school children through the Police Department at Shelbyville, helping young children to understand their community and to be informed in the correct, factual manner about the functions of the police. Married. Phares is the father of five and the grandfather of one. He and his family are members of the Calvary Baptist Church in Shelbyville, His hobbies are fishing, drawing and hunting Indian relics The 1974 winner will receive his award during the 56th Department Convention of the Indiana American Legion July 11-14 in Fort Wayne. The presentation will be part df the Saturday, July 13, sessions. Among the district winners were third district winner sheriff Dean Bolerjach of South Bend and four district winner Ronald J. Burkhard of Fort Wayne. Named to honor two outstanding police officers and Legionnaires, Sheriff Milo Lewis of Winamac and retired Chief of Indianapolis Police Detective Carl Schmidt, both of whom were killed by gunmen, previous winners of the award have been; Lt. Ned Woodward of Indiana State Police (now retired), 1969; Deputy Chief of Indianapolis Police Ray Stratton. 1970; Madison County Sheriff John Gunter, 1971; Beech Grove Chief of Police J. Warner Wiley, 1972; Cedar Lake Chief of Police Edwin C.
