State mental health chairman berates General Assembly

Indianapolis — Charging the 1974 Indiana General Assembly with playing politics with mental health programs. Charles H. White, newly appointed chairman of the Mental Health association in Indiana's Public Policy committee, termed the last session of the legislature “a 'disaster for mentally ill Hoosiers.” Speaking before a meeting of the Public Policy committee. White continued. “For the first time since Indiana’s community mental health centers' program began, the legislature has chosen to dictate exactly where new centers can be constructed and how much money can be spent on each. “This action sets the stage for ignoring the planning that has been done throughout the state by local citizens and the Governor’s Mental Health Planning commission headed by Thomas Binford. It allows substitution of political influence and manipulation for sound professional judgment and planning “It can also slow completion of Indiana’s planned network of 32 mental health centers.” White said, “because it removes the department’s flexibility to channel funds promptly to areas where they are most needed, and this is something the legislature, which only meets once a year, cannot do.

“Additonally. local volunteers and officials will be more reluctant to make plans for a new center if they know their hard may be lost because of the political whims of the legislators.” Previously, the General Assembly appropriated center construction funds to the Department of Mental Health, and department professionals, with the approval of the state budget agency, then distributed the funds to centers according to a previously-established plan. “We in the Mental Health association believe the department should be accountable tc the General Assembly for its actions and expenditures, and that the General Assembly has both the right and the obligation to examine programs and determine which will be funded,” White added. “While the legislature must set policy, appropriate funds and monitor the progress of programs, it has no business. interfering with purely professional matters. Our legislators are not professionals in the delivery of mental health services, nor can a legislator be expected to ignore the political advantages of getting a center for his district.” Crediting the legislature with following the recommendations of the department in selecting the centers it funded during the last session. White explained that the problem is with the way the assembly chose to allocate funds rather than which centers were funded. “We will strongly urge the next session of the General Assembly to support the community mental health centers’ program by removing it from political influence.” White concluded. North Webster pedestrian hit An auto operated by Roger D. Thompson. 20, r 1 Leesburg, struck Wayne E. White, 64. r 1 North Webster. Sunday at 2:40 a.m. as White was walking on the Armstrong road, v Thompson reported to investigating county police officer Sgt Alan Rovenstine that he slowed for a curve and the man appeared in the middle of the road. Mrs. Colleen Hanes, r 1 Leesburg, verified Thompson’s report as she was coming in the opposite direction and observed the accident. White was taken to Parkview hospital at Fort Wayne where he was treated for head lacerations and both legs broken. No other injuries were reported. Death claims former Manchester college professor NORTH MANCHESTER - Dr. Lloyd M. Hoff, Professor Emeritus of English at Manchester college died here Sunday, June 30, at the age of 76. Hoff taught for 45 years at the roilege, beginning in 1923 and retiring in June of 1968. He was chairman of the college’s English department from 1957-66. Dr Hoff will be remembered by many Kosciusko county residents because of his work with the Wagon Wheel theater at Warsaw in its early years. Bom in Madisonburg, Ohio, Hoff lived in Indiana for 40 years. He graduated from Wooster, Ohio high school and Manchester college (1921). He taught in Wayne county. Ohio public schools for two years and at the Indiana university campus in Fort Wayne for two years in addition to his tenure at Manchester college. Hoff played the viola in the North Manchester Civic Symphony orchestra and was a board member of Fort Wayne Community Concerts, Inc. In addition to teaching English. Dr. Hoff taught rural sociology, physiology, and directed the Manchester college orchestra and band during his career. He held the Ph D degree from Ohio State university (1930). The funeral was at 2 p.m. today (Wednesday) in the North Manchester Church of the Brethren. LAKELAND LOCAL Mr. and Mrs. David Coleman, r 2 Syracuse, hosted a family dinner Sunday honoring her son.
