Indiana, on May 7. 1957, or any ordinance amending or replacing the same, and men before commencing construction filing a copy of me license or permit granted by me County Board of Health or its delegate, pursuant Io said ordinance wim me Superintendent Section M 3 At such time as a public sewer becomes available to a property served by a private sewage disposal system, as provided in Section 205. a direct connection shall be mad* to me public sewer in compliance wim mis ordinance, and any septic tanks, cesspools, and similar private sewage disposal facilities shall be abandoned and filled wim suitable material. Section 3M Wim respect to any private sewage disposal system lawfully existing or con structed in an area under the jurisdiction of the Town, which area is later annexed to the Town, the owner shall comply wim Section 204 of mis ordinance, except, and unless otherwise required under me terms of Section 305 of mis ordinance, me owner may defer compliance wim Section 205 of mis ordinance, a period of time which will permit him to obtain four (4) years' use of a private sewage disposal system, computing said term of four (4) years from the date that the same is first constructed and installed Section MS The exception provided in Section 304 of mis ordinance permitting an owner to obtain four (4) years' use of a private sewage disposal system is me privilege granted to an owner in recognition of me investment necessarily required by the owner at the time of construction of a private sewage disposal system, and me Town retain* the right, to be exercised under me order of the Town Board, to require any owner entitled to said privilege, to comply wim Section 205 of mis ordinance under any circumstance, combination of circumstances deemed by me Town Board, to render me continued use and maintenance of any such private sewage disposal system inimical to the public Section 304 The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all time*, at no expense to the Town. Vitrified clay sewer pipe, fittings, and specials meeting the requirements of ASTM Designation C7OO (latest revision) for Standard Strength Clay Pipe, and joint* tor vitrifiedclay sewer pipe shall conform to the latest requirements of ASTM Designation C 425 (latest revision) for Compression Joints tor Vitrified Clay Beil and Spigot Pipe Using Materials Having Resilient Properties or equal, or omer suitable material approved by me Superintendent Joints shall be tight and waterproof Any part of me building sewer that is located wimin 10 feet of a water service pipe shall be constructed of cast iron soil pipe wim either leaded or gasketed joints Cast iron pipe wim leaded joints may be required by me Superintendent where the building sewer is exposed to damage by tree roots if installed In filled or unstable ground, me building sewer shall be of cast iron soil pip* except that nonmetallic material may be accepted if laid on a suitable concrete bed or cradle as approved by me Superintendent Section 4*7 The size and slope of me building sewer shall be subject to the approval of the Superintendent, but in no event shall the diameter be less man six (4) inches The slope of such 4 inch pipe shall be not less man one-eighth (>•») inch per foot. Section 40* Whenever possible, the building sewer shall be brought to the building at an elevation below me basement floor No building sewer shall be laid parallel to or Wimin three (3) teet of any bearing wall, which might thereby be weakened The depth shall be sufficient to afford protection from frost The building sewer shall be laid at uniform grade and in straight alignment insofar as possible Changes in direction shall be made only wim property curved pipe and fittings. Section 409 > In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such drain shall be listen by approved artificial means and discharged to me building Section 410 All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by me Superintendent Pipe laying and backfill shall be performed in accordance wim ASTM specification (Cl 2 19) except that no backfill shall be placed until the wor£ has been inspected. Section 411 All joints and connections in cast iron pipe shall be made by one of the following ap proved methods (a) Cast-iron pipe leaded joints shall be firmly packed wim oakum or hemp and filled wim molten lead. Federal Specification (QQ L 154), not less than one(l) inch deep Lead shall be run in one pouring and caulked tight. No paint, varnish, or other coatings shall be per mitted on me jointing material until after me joint has been tested and approved (b) Cast iron pipe gasketed joints shall be pressure sealed neoprene joint gaskets. (c) Notwithstanding (a) and (b) above, fittings shall meet the requirements of me American National Standards Institute. Inc., for cast iron fittings, ANSII A21.10 (latest revision). (d) Notwithstanding (a), (b) and (c) above, joints shall meet me requirements of me American National Standards institute. Inc., for rubber gasket joints, ANSI! A21.1l (latest revision). Section 411 411 joints in vitrified clay pipe or between such pipe and metals shall be made wim one of the methods specified below (a) Material for hot poured joints shall not soft* sufficiently to destroy the es fectiveness of me joint when subjected to a temperature of one hundred sixty (140 degrees F ) degrees Fahrenheit, nor be soluble in any of the wastes carried by the drainiage system. The joint shall first be caulked tight wim jute, hemp, or similar approved material (b) Joints for vitrified clay sewer pipe shall conform to the latest requirements of ASTM Designation C 425 (latest revision) for Compression Joints for Vitrified Clay Bell and Spigot Pipe Using Materials Having Resilient Properties a Section 413 No omer joining material or method shall be used except upon special circumstances, then only wim the written approval of the Superintendent. Section 414 The connection of the building sewer into the public sewer shall be made at the "Y" branch. If such branch is available at a suitable location, if me public sewer is twelve (12) inches in diameter or less, and no properly located "Y" branch Is available, me owner shall at hi* expense in»tall a "Y" branch in me public sewer at the location specified by the Superintendent Where me public sewer Is greater than twelve (12) inches in diameter, and no properly located "Y" branch is available, a neat hole may be cut into the public sewer to receive the building sewer, wim entry in the downstream direction at an angle of about fortyfive (45 degrees) degrees A forty-flve (45 degree) degree el 1 may be used to make such connection, wim me spigot end cut so as not to extend past the inner surface of the public sewer The invert of the building sewer at th* point of connection shall be at the same or at a higher elevation than m* invert of the

(e) Any ashes, cinders, sand, mud. straw, shavings, metal, glass, rags, feathers, »ar. plastics, wood, paunch manure, or any other solid or viscous substance capable of causing obstruction to me flow in sewers or omer interference Wim me proper operation of the sewage works (f) Any waters or wastes having a pH lower man 5.5 or higher than 90, or having any other corrosive property capable of causing damage or hazard to structure, equipment, and personnel of me sewage works. (g) Any waters or waste* containing a toxic or po’snnous substance in sufficient quantity to injure or interfere wim any sewage treatment process, constitute a hazard to humans or animals, or create any hazard in me receiving waters of the sewage treatment plant. (h) Any waters or wastes containing suspended solids of such character and quantity mat unusual attention or ex pense is required to handle such materials at me sewage treatment plant (I) Any noxious or malodorous gas or substance capable of creating a public nuisance Section 504 Grease, oil. and sand interceptors shall be provided when, in me opinion of the Superintendent, they are necessary for th* proper handling of liquid wastes containing grease in excessive amotmts, or any flammable wastes, sand, and other harmful ingredients, except that such interceptors shall not be required for private living quarters or dwelling units. All interceptors shall be of a type and capacity approved by me Superintendent, and shall be located as to be readily and easily accessible for cleaning and inspection Grease and oil interceptors shall be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature. They shall be of substantial construction, watertight, and equipped wim easily removable covers which when bolted in place shall be gastight and watertight. Section M 5 Where installed, all grease, oil and sand interceptors shall be maintained by the owner, at his expanse, in continuously es flcient operation at all times. Section 504 J The admission Into me public sewers of any waters or wastes having (a) a Sday Biochemical Oxygen Demand greater man 300 parts per million by weight, or (b) containing more than 350 parts per million by weight of suspended solids, or (c) containing any quantity of substances having the characteristics described in Section »3, or (d) having an average daily flow greater than 2 per cent of the average daily sewage flow of the Town, shall be subject to the review and approval of the Superintendent. Where necessary in me opinion of the Superintendent, the owner shall provide, at his expense, such preliminary treatment as may be necessary to, (a) reduce the Biochemical Oxygen Demand to 300 parts per million and the suspended solids to 350 parts per million by weight, or (b) reduce objectionable characteristics or constituents to wimin the maximum limits provided for In Section 503. or (c) control me quantities and rate* of discharge of such waters or wastes. Plan*, specifications and any other pertinent Information relating to proposed preliminary treatment facilities shall be submitted for the approval of the Superintendent, the State Board of Health and the Stream Pollution Control Board of the State of Indiana, and no construction of such facilities shall be commenced until said approvals are obtained in writing. PENALTIES Section Ml Any person found to be violating any provision of this ordinance except Section 401 shall be served by the Town with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof The offender shall, within the period of time stated in such notice, permanently cease all violations Section M 2 Any person who shall continue any violation beyond the time limit provided for in Section *Ol shall be guilty of amisdemeanor, and upon conviction thereof shall be fined in an amount not exceeding One Hundred Dollars (SIOO 00) for each violation.
