Hubert Kuhn unit ready for birthday, selects Girls' Staters
Herbert Kuhn unit 253, American Legion Auxiliary, North Webster, met March 5 at the Legion hall and discussed plans for the 55th birthday supper of the American Legion. The supper will be a pot luck at 6:45 pm on March 23 with the state basketball finals on television and dancing to provide the evening s entertainment. Mrs Robert Busch and Mrs. Ehnore Enyeart represented the unit at the district meeting at Morocco. Mrs. Enyeart has been nominated to the office of president for the second district. Girls* Staters Girls' State representatives names were submitted by chairman Mrs. Robert Pifer. Miss Jennifer Longnecker, daughter of Mr. and Mrs Jerrold Longnecker of North Webster was chosen Girls' Stater for 1974.

(d) Any garbage that has not been properly shredded (e) Any ashes, cinders, sand, mud, straw shavings, metal, glass, rags, feathers, tar. plastics, wood, paunch manure, or any other solid or viscous substance capable of causing obstruction to me flow m sewers or other mterf erence wim the proper operation of the sewage works (f) Any waters or wastes having a pH lower than 5 5 or higher than 4.0. or having any other corrosive property capable of causing damage or hazard to structure, equipment, and personnel of the sewage works (g) Any waters or wastes containing a toxic or poisonous substance in sufficient quantity to injure or interfere with any sewage treatment process, constitute a hazard to humans or animals, or create any hazard in the receiving waters of the sewage treatment plant. ■(h) Any waters or wastes containing suspended solids of such character and quantity that unusual attention or ex pense is required to handle such materials at me sewage treatment plant (i) Any noxious or malodorous gas or substance capable of creating a public nuisance Section M 4 Grease, oil. and sand interceptors shall be provided when, in me opinion of the Superintendent, they are necessary for the proper handling ot liquid wastes containing grease in excessive amounts, or any flam mabie wastes, sand, and other harmful ingredients, except that such interceptors shall not be required for private living quarters or dwelling units All interceptors Shan be of a type and capacity approved by me Superintendent, and shall be located as to be readily and easily accessible for cleaning and inspection Grease and oil interceptors shall oe construe ted ot impervious materials capable of withstanding abrupt and extreme changes in temperature They shall be of substantial construction, watertight, and equipped wim easily removable covers which when bolted •n place shall be gastight and watertight Section MS Where installed, all grease, oil and sand interceptors shall be maintained by the owner, at his expense, in continuously efficient operation at all times Section 504 The adm.ssion mto the public sewers of any waters or wastes having (a) a sday Biochemical Oxygen Demand greater than 300 parts per million by weight, or (b) containing more than 350 parts per million by weight of suspended solids, or (c) containing any quantity ot substances having the characteristics described In Section 503. or (d) having an average daily flow greater than 2 per cent of me average daily sewage flow of the Town, shall be subject to the review and approval of the Superintendent Where necessary in

(a) reduce the Biochemical Oxygen Demand to 300 parts per million and the suspended solids to 350 parti per million by weight, or (b) reduce objectionable characteristics or constituents to within the maximum limits provided for in Section 503. or (c) control (he quantities and rates of discharge of such Waters or wastes Plans, specifications and any other pertinent in formation relating to proposed preliminary treatment facilities shall be submitted for the approval ot the Superintendent, the Slate Board of Health and the Stream Pollution Control Board of the S’ate of Indiana, and no construction of such facilities shall be commenced until said approvals are ob tained in writing Section M7 Where preliminary treatment facilities are provided for any waters or wastes, they shall be maintained continuously in satisfactory and effective operation, by the owner at his expense Section M< When requ'red by the Superintendent the owner of any property served by a building sewer carrying industrial wastes shall install a suitable control manhole in the building sewer to facilitate observation, sampling and measurement of the wastes Such manhole, when required, shall be accessibly and safely located, and shall be constructed in accordance with plans ap proved by the Superintendent The manhole shall be Installed by the owner at his ex pense, and shall be maintained by him so as to be sate and accessible at ail times Section M 4 All measurements, test, ana analyses of the characteristics of waters and wastes to which reference is made in Sections 503 and 504 shall be determined in accordance with "Standard Methods tor the Examination ot Water and Sewage ” and shall be deter mined at the control manhole provided tor in Section 50a or upon suitable samples taken at said control manhole in the event that no special manhole his been required, the control manhole shall be considered to be the nearest downstream manhole in the public sewer to the point at which the building sewer is connected Section 510 No statement contained in this article shall be construed as ipreventing any special agreement or arrangement between the Town ana any industrial concern whereby an industrial waste ot unusual strength or character may be accepted by the Town for treatment, subject to payment therefor by the industrial concern ARTICLE VI PROTECTION FROM DAMAGE Section Ml No person shall maliciously, willfully, or ( negligently break, damage destroy, un cover, deface or tamper with any structure, appurtenance or equipment which is a part

of the municipal sewage works Any person ‘violating this provision shall be subject to immediate arrest under charge of disorderly conduct, malicious trespass or other ap propri ate charge ARTICLE VII POWERS AND AUTHORITY OF INSPECTORS Section 741 The Superintendent and other duly authorized employees of the Town bearing proper credentials and identification shall be permitted to enter upon all properties tor the purposes ot inspection, observation, measurement, sampling, and testing, in accordance with the provisions of this or dinance ARTICLE VIII PENALTIES Section Ml Any person found to be violating any provision of this ordinance except Section 40) shall be served by the Town with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period ot time stated in such notice, permanently cease all violations. Section 402 Any person who shall continue any violation beyond the time limit provided for in Section 401 shall be guilty of a misdemeanor and upon conviction thereof shall be fined in an amount not exceeding® One Hundred Dollars (SIOO 00) tor each violation Each day in which any such violation shall continue shall be deemed a separate offense Section M 3 Any person violating any of the provisions of this ordinance shall become liable to the Town for any expense, loss or damage oc casioned the Town by reason of such violation, together with all cost and attorney fees required to enforce the terms of this section z ARTICLE IX VALIDITY Section 441 The invalidity of any section, clausa, sentence, or provision of this ordinance Shall not affect the validity of any part of this ordinance which can be given effect without such invalid part or parts. ARTICLE X ORDINANCE IN FORCE Section 1001 This ordinance shall take effect the day of . 1474.
