Syracuse board takes bid under advisement

The Syracuse town board at its Tuesday night meeting decided to take the one bid that- came into the town on the infiltration inflo analysis under advisement. The analysis is required by the federal Environmental Protection agency before federal monies can be granted for the extension erf sewer and water lines in any area The town board also received two letters from consulting engineering firms which stated they were unable to bid on such projects because they are “registered professionals" and constant changes in the law. There was such a big difference in the estimated cost and the bid received that the matter will be looked into by the board, town attorney Robert Reed and towm engineer J. B Wilson. Penetryn Bid The one bid on the analysis came from The Penetryn Systems. Inc of Winter Park. Fla. It was complete with a bid bond of $13,000 and was signed by M. L. Reed, assistant vice president. The bid was accompanied with Indiana State Board of Accounts from 96A. The bid for a total amount of $12,390. The bid stated the analysis would be completed in 30 days after the contract was signed. In the specifications the town said the report would have to be completed by June 15. 1974 if the contract was awarded before March 7, 1974. The Penetryn bid stated that monies would be payable in the following manner: $6,000 when the field work was done on the analysis. $5,000 when the total work was done on the project and the remaining $1,390 SCHOOLS DISMISSED BECAUSE OF SNOW The schools in the Lakeland school corporation were all dismissed at the end of morning classes today (Wednesday) because of blowing and drifting snow. This announcement came from the office of superintendent Don Arnold. The Wawasee high school a rfh M —■ Lester Purcell dies while shoveling snow The Syracuse first aid unit responded to a call shortly after 7:30 this morning (Wednesday) to the Dewart Lake home of Lester Purcell. Redmon Park, however. Mr. Wilson stated that all preliminary work of maps of the town sewer and water system were complete and were available for whatever firm gets the job. These include aerial photo maps, sepia map of the town system, full scale blueprint map and a smaller report map of the sewer system which is used in reporting to the town on projects. He stated that only one town in Indiana has had final approval from EPA and in many cases this is because background maps did not accompany the infiltration inflo analysis. Mick and Rowland Letter (hie of the letters received was from Mick & Rowland, a consulting engineering and surveyor firm at Angola. The letter, which was signed by Henry L. Bradakis, vice president stated: 'We believe the interpretation of the scope of work stated in the last paragraph of page t of the specifications for Division IV. as prepared by your engineer, can be more realistically accomplished by an engineering firm experienced in the design and construction of treatment works We would work very closely with, and under the direction of your engineer. Mr J. B Wilson, m fulfilling the State and Federal requirements " The letter continued. “The scope of work and professional services involved in a sewer system evaluation cannot be clearly def ned at this time, due to such things as manholes being buried, the number of manholes required to be located and opened, the number and extent of flow and determinations needed, ever changing rules, regulations and guidelines yet being developed by the regulatory agencies and other intangible factors However, we have made some preliminary investigation of the factors involved at Syracuse and we propose to perform the infiltration-inflow analysis at a total cost, including all out of pocket ex penses. for a lump sum of W. 500" The final paragraph said C'We are presently doing an infiltration inflow analysis for the DeWitt Township sewer system. Schnelker Letter The second letter received by the town was from Phillip L. Schnelker, Inc., consulting engineers at Fort Wayne. It was signed by James L. Russell, secretary of the firm. After introducing themselves it said: "We are familiar with the regulations concerning the undertaking of such a project <4O CFR 35.927) and have performed and are currently performing the same tasks for several other communities of approximately your same size in the northeast area of the State " in this respect J can not help but wonder if you fully understand 40 CRF, 35 927. etc. Admittedly the regulations impose an abundance of ' paper work" on the town and although we have been working with these regulations for some 9 months now we still do not fully understand all of the procedures and requirements because we get different interpretations from different people What your Town really needs in order to qualify for a Federal Arant is a Sewer System Evaluation" whidh is essentially to be accomplished in two parts: (a) Infiltration inflow analysis (b) If required from (a) above a sewer system evaluation survey Part (a) the infiltration inflow analysis. (Confined on page 5) DOGS TO BE CONFINED Syracuse chief of police Dale Sparklin has issued a warning for all dog owners to keep their dogs confined to home premises as many complaints haye been lodged at the police station of dogs running loose. There is a town ordinance regarding dogs running loose and carries a $25 fine, dog owners are reminded.
