Year-around school considered for Indiana
INDIANAPOLIS - Indiana is taking a significant step this week toward the eventual adoption of year-round school where it is useful and acceptable. Three regional seminars are being held in order to give school officials, teachers and community leaders detailed information on 12-month school operation. The one-day meetings Tuesday, Wednesday and Thursday represent the initial phase of a plan fa pilot installation of year-round classes in selected Indiana school districts. The plan was drawn up for the legislative council, which is cosponsoring the seminars with the State Department of Public Instruction. It calls fa a series of steps culminating in the selection of suitable school districts to begin year-round classes in 1975 fa a four-year experimental run. Each of the seminars this week beginsat9a.m. and is open to the public without charge. They are being held in the auditoriums of Jeff high, Jeffersonville, August 21; North Central high, Indianapolis, August 22, and Indiana university regional campus, South Bend, August 23. committee, and Harold H. Negley, state superintendent of public instruction, said seven aganizations are co-operating in the program, including the Indiana State Chamber of Commerce. Dr. Negley said many Indiana school corporations are looking for more effective alternatives to the nine-month school year. He said the seminars should provide insights into more economical use of facilities and human resources. The concept already has had extensive study in at least one Hoosier school system — that of Lebanon — Dr. Negley said. It appears to offer the greatest convenience and potential economy in areas faced with overcrowded classrooms and necessity for expansion of facilities. Senator Lundquist pointed out that the general assembly this year passed a law (S.B. 389) authorizing year-round school programs. The law provides fa prorated state financing of local school operation over 12 months were approved. Some $200,000 has been appropriated fa the legislative council to study the subject. Dr. Negley said that, of many different approaches to yearround school, one of the most

popular is the so-called “45-15” plan. In this plan, the student body of a school is divided into four groups, of which only three attend at any given time. In rotation, each group attends fa nine weeks (45 class days), then is on vacation fa three weeks (15 class days). This makes one-third more classroom space available and saves on the cost of future construction. Dr. Negley said the 12-month school year is not a new educational concept. The nation’s first four-quarta plan was put into operation in Bluffton in 1904, although later abandoned. He said the nine-month school schedule is the result more of social attitude than of educational development. Economic pressures are leading to review of the system that keeps existing school plants closed three months each year when additional classroom space may be badly needed. The educational authorities named to speak at the seminars this week are: Dr. M. Gene Henderson, superintendent of schools of the Francis Howell District at Saint Charles, Mo.; Dr. E. Curtis Henson, assistant superintendent of Atlanta Ga., public schools; and Martin Rubinstein, project manager for the Quinmester program in Dade County, Fl». Also taking part is Dr. Wayne Worrier, administrative coordinata for the National Council on Year-Round Education, Blacksburg, Va.
