Americans Unite In Concern
WASHINGTON, DC. — Whatever our differences may be about U.S. involvement in Indochina, there is little question that Americans unite in concern over treatment of our servicemen held prisoner in North Viet Nam. Last week was officially declared to be a “National Week of Concern” for our prisoners of war and our men missing in action. With many of my colleagues. I had the honor of cosponsoring the Senate version of the concurrent resolution designating this special occasion. My disagreement with the objectives and current tactics of this terrible war is well known. But disagreement with the waging of the war is one thing; concern for the innocent victims of that conflict is another. By joining together at such times as these, I believe we at the very’ least prove to the North Vietnamese something they may find it difficult to understand about our democratic system: that although we may be embroiled in deep controversy over our involvement in the Southeast Asian war, Americans of all political persuasions can put aside their differences and focus their concern upon the safety of our 1,600 servicemen held prisoner or missing in action in Viet Nam. I think it is important to impress this fact upon the enemy, lest they misunderstand our singleminded commitment to effect the safe and swift return of countrymen to their loved ones. While the war rages, we continue to urge the government of North Viet Nam to afford our captured servicemen the rights due them under the Geneva Convention. It defies understanding why the North Vietnamese refuse to treat these men in accordance with the provisions of that convention—particularly the provisions for identification, inspections.

correspondence, and the release of the seriously sick and wounded. Surely, no single gesture could earn North Viet Nam as much good will and respect in the United States and the other nations of the world B—and possibly even bring us closer to peace—as a decision to implement fully those provisions. I am hopeful that the unity of spirit fostered in our land by the “Week of Concern” will extend beyond that seven-day span. I am hopeful that together we shall find a peaceful solution to this frustrating, brutal war so that no more Americans may have to risk capture or death in Viet Nam. In keeping with this unity of spirit. I call your attention to another matter which I think merits our concern. A fund has recently been established to pay for the construction of a memorial, over the 54 men entombed in the hulk of the battleship USS Utah, which was sunk at Pearl Harbor on December 7, 1941. As a co-sponsor of the bill to provide for the construction the $115,000 needed to construct the memorial—is most admirable. The legislation approved by Congress last year authorized the necessary funds, but it may take three or four years actually to obtain them. The fund-raising drive was launched in the- hope that the memorial could be in place by December 7 of this year—the 30th anniversary of the . attack. Contributions can be mailed to: > , USS Utah Memorial Box 1941-1971 Salt Lake City, Utah 84110 Every area of the country—including our own—has one or more of its boys among the Utah dead. By honoring them, we in effect do honor to all the gallant men and women who have given and are giving their lives for our country.
